The Colonial Republic is not at war with Bretonia or Liberty. The player that did that was sanctioned.
But, Bretonia and Liberty have an evac order on the Colonial Republic's ships, and will shoot on sight if they're found in the aforementioned houses' space.
The =CR= hasn't really been focusing on anything else besides GRN and Outcasts. We had some temporary action in the Omegas against Rheinland, and some other such events, but mainly the Outcasts, and the GRN.

And rulewise they can't attack BAF, KNF, LN or RM.

A group of CR people left when the player faction disbanded, they went and joined with the SCRA.
They are not part of the CR.
They should not be using the CR ID.
They are asylum seekers more than anything.
The CR sits in Coronado.
It is hostile to Outcasts and GRN, plus assorted evil people.
No one else really.
There is quite a lot of lore built up for the CR over the years, I'm not sure if it has been collected into a handy document or anything though.
Problem regarding lore and factions like the CR and SCRA is that other NPC faction lores can be found by reading station infocards and rumours. The CR and SCRA don't have that many stations to do this with.
The CR especially found this in 44, when the system hadn't been updated since IMG times.
I'll take a gander around and see if I can find some older lore documents.

They ought to, yes.
Look at the Liberty Navy.
If some indie navy ships were in group with someone who starts to attack some KNF ships (For whatever reason), the indie navy ships should not start shooting the KNF ships.
If those indie ships did start shooting the KNF ships, they would most likely be open to a sanction, or just would be beaten black and blue by their superiors.
It would be a major diplomatic incident.
As Disco tends to be full of people who just want to watch the world burn, these sort of actions tend to get ignored. Normally anyway. When it suits not to ignore it, it's like a kraken has just emerged in the comm channels..
