Not like I like the situations when a cap is just being ignored, but I don't see how the rule change would do any good.
Prediction1: Capital escorting in House space. I (as a pirate) would find it fun, we'd have more caps on the rims to shoot, but it's a bit unrealistic. Though maybe not as much as the 'no shoot transport' state of today.
Prediction2: Pirates demanding in pm. What would you as an admin do with reports where the target (transport) claims the pirate made a demand, but it doesn't appear in public chat?

I get that you don't want capitals to just be able to unleash death onto a transport because they're an enemy. But what allowances are you offering us to work with?

Vidars vs Hegemons/Transports in Omega 11. Rheinland Cruisers vs Hessian Heges/Transports there as well.
Stortas vs Hegemons/Transports in Tau 23, or Jumphole to Kyushu (that is ALWAYS taken over the Gates to T31).

How will you prevent it with geographical system?
How is a scylla vs hegemon any worse than a LABC vs. PTrans?
In both cases, the transport has no recourse but to get blown up.

Uhm, ships used as combat vessels should be treated as combat vessels? The same reason why Repair ship sometimes is treated as a valid target from the very start of the combat, even if it goes against the rules?

If/when those Shires and Bisons are hunting down smugglers/pirates, and not moving goods around? imho, same category as piracy, should be a valid target.
Edit: you see, current rule proposal doesn't say "you can freely blow up unlawful PTranses with your Heavy Mortars"
