thats the thing though epholl, cap ships do the most damage when they are played OORP, they run into NY with outcast destroyers and camp the place killing everything in sight....... its just a way for a pvp whore to garuntee a victory.
yes there is ooRP fighters and bomber but atleast you can defend yourself from these ooRP pvp whores. Thats the main reason everyone concentrates on cap ships and not on fighters and bombers.
Think about it a pvp whore in a fighter looking to kill everything he can see. He will either A) atleast pvp whore fairly and win or B) pvp whore fairly and loose. OORP or not that cant be fixed.... all you can do is tell him hes ooRP.
then theres a PVP whore in a destroyer / battleship / dreadnought Killing everything he can see. He will either A) PVP whore fighters, low levels, camp systems where there is no defense and ruin the experience of alot of people. B) PVP whore and be slammed with other caps or bombers.... but the thing is without more than one bomber your gonna die.... another cap ship would do the trick but what if that cap ship looses? then hes free to go PVP whore more.
People dont cry about ooRP fighters because most of the time that ooRP'ness and PVP whoring can be countered.
Cap ships can only be countered with numerous people or with other cap ships which not everyone wants to fly.

as for him wanting to be the super ruler of the outcasts, yes he does quite a bit actually but i dont think thats a secret....... everyone knows this.
but for once i do agree with him... which dont happen mucn may i add, cap ships do need to be regulated in quite a big manner. Just because of the power it shows.
Put it this way every new guy on the server see's a OC BS flying around NY uber pwning people and thinks to himself OMG I WANT THAT SHIP!!!!!!!! Then we got ourselves a brand new ooRP capwhore, why? Because he is led to think that it is ok to do such thing's cause he see's his peer his later member doing the same thing.
Quite frankly if someone wants to RP a cap ship i will welcome him with open arms, if his RP is unique i will still welcome him, and even if it isnt quite intune or is different to the usual RP i will still openly let him aslong as he knows what to and not to do with the thing, the only time i care about cap ships is when its someone as joe has said many a time running round shouting LULZ I HAS TEH CAP SHIP I IZ TEH UBER PWNZORS (in a nutshell)
I've only read bits and pieces but i do have something...
i am fully behind the approved factions limiting independant capships without solid RP. i think it'll force them to either develop and follow their RP or get them to join one of the official factions.
the one thing that i worry about are sanctions when it comes to Outcast versus Outcast ID'd and Tag'd ships. i know that within the RP announcment you explain your intentions and that covers your end.
i agree that this would help every house to limit capswhores and possibly increase faction memberships. i just worry about how the Admins will view the possibly heavy instances of infighting amongst factions and indy's

That concerns me as well to be honest, but the RM has been chasing caps out for a long time now, without too much complaint (as far as I know) from the admin team.
The idea has to be implemented carefully and with tact and decency and tolerance for people's differing views on roleplay. I won't get into the issue we have with powersharing between the outcasts, thats another kettle of fish entirely, but this issue is fairly simple to me.
It has to be done in order to prevent some of the things taht have happened to me while I'm in New york. I had 3 OC dessies camping outside manhatten shooting anything that moved, including my merc char when it was still in a starflier lvl 5. Without these ships people would be unable to cause so much mayhem and annoyance and work for the admin team (that card gets pulled far too frequently IMO but I'm using it anyway) than with them.
To me this makes sence, and I support it fully. (rare huh?)
As said in an earlier post, I hate resticting peoples roleplay at all, but this is simply to stop oorp nonsence from doing something more restrictive.

As far as I can see there is nothing wrong with any official faction restricting the availablility of any of their ships. Independants may not align themselves with an official faction, but they are still aligning themselves, in this case, with the Outcasts. That means that as Outcasts they have to respect the chain of command. If that chain says "No" to them buying ANY ship, then they have to accept that ruling or face the consequences of their insubordination. It really is that simple.

Assuming the faction has the best interests of the server at heart and are not trying to hoard power?

OORP capships are more of an issue than OORP boomers because the boomers represent less of an issue RP wise. You can't think of capships representing one person(the player). A cap represents a entire group of people interacting together.
That's the RP side. Now for the practical side, which you seem to be more concerned about.
Capships do more damage.
That's why oorp ones need to be restricted, as opposed to oorp fighters/bombers. End of story.
