Zoners are becoming the worst faction for haulers. We're treated as though we're enemies by every faction, even though we're only neutral. We can't dock our own transports in house space, and our capital ships can't even fly to our own bases, since we have to go through house space to get to them. And to make things worse, we're still pirated by everyone.
I can understand having some limitations as Zoners, but when these drawbacks don't come with any perks, it makes being a Zoner pretty awful.
Most pirating factions are neutral or friendly to Zoners, such as Lane Hackers, Liberty Rogues, Outcasts and Corsairs. We let them dock on our bases. Meanwhile, they still charge us 10,000,000 credits per transport whenever they see us. We're not just liberty transports slapping on a Zoner ID and expecting a free ticket; we're Zoner Whales, with Zoner IDs, Zoner IFFs, with Zoner escorts, heading to Zoner bases. We provide them with places to dock; they use our bases to escape authorities. And then they pirate us.
Sometimes they even use our own bases to pirate us. There has been a time when I was flying to one of our bases, and then they launched from the base, saw me, and destroyed me before I could reach the base to dock.
This just isn't right, for them to be able to dock on our bases, and then kill us.
There are only two ways to fix this. One, is to make anyone who can dock on Zoner bases no longer allowed to pirate Zoners who have both the ID and a Zoner ship. The other is to simply make criminals not allowed to dock on Zoner bases.
Considering who the zoners are, the latter would ruin our neutrality, so I suggest simply making criminals not allowed to attack or pirate Zoners who are flying Zoner ships. The Zoner ship requirement is to prevent people from simply slapping on a Zoner ID for a free ride.
The second problem is engagement. Criminals are destroying Zoners. We're neutral to them; they should not be allowed to engage our ships when we are not engaging them. A Zoner destroyer was attacked this morning by lane hacker bombers. He killed them in self defense, but they shouldn't have attacked him in the first place.
We're being treated like criminals by houses, not even being allowed to dock transports in their space, and then the real criminals still attack us. Instead of being neutral with everyone, Zoners might as well be hostile to everyone. The only difference is that they can attack us, and we're not allowed to defend ourselves until after they've hit us with the first SNAC.
Zoners are the only faction that can jump trade powertrade at will without any sort of RP put into it. If anything they need more restrictions, not less.
Who's 'we'?
If you have a problem with being pirated take it up with one of the Zoner factions and ask for more stringent rules regarding docking on Freeports.

Try making an in-rp request to Freeport administrators to get said pirates' docking rights removed and see what happens. Take plenty of screenshots.
I know for a fact that some pirates deliberately choose not to target official faction Zoners because it can have repercussions, while indie Zoners are free game.

So, basically, what you're saying is that we need to be restricted to the point where we can't even roleplay as haulers, and can only do OORP jumps for profit? Great future for Zoners if you could ever make a decision.

Those who are using Zoner bases to pirate Zoners can be FR5ed to stop them docking there. It's not just player bases that can be controlled, it's just a bit harder for NPC ones.

Contrary to your statement, the majority of pirating factions are not neutral or friendly to Zoners as a whole. None of your examples are neutral or friendly. They typically pirate Zoners unless given good reason not to do so.
As for pirating us and then docking to Zoner bases or blowing you up and docking to Zoner bases? Report them for breaking rule 6.9 with supporting evidence.
The Zoner ID is not a free pass out of piracy. Nor should it be. That is exactly what you are suggesting it should be.
While Zoners might be neutral to everyone, that doesn't mean everyone is neutral to Zoners. Thus, just because Zoners are neutral to them doesn't mean they can't kill Zoners. As for your example of a Zoner Fearless being attacked by Hackers? Who says they shouldn't have attacked him? You? That is up to them. The Hackers are not Zoner allies, thus if they have a reason to attack they can.
Yes, some houses treat Zoners like criminals. This is because of past role play on the server. Not being allowed to dock large transports in house space has nothing to do with the houses themselves. That was an admin/dev decision made to balance the Zoner ID.

Ah you mean like the IC| did and planned to do (does if you members aren't lying to me). You know, using the Zoner carrier to jump your IC| ships around and adpating to it because that is how it is? Your own words.
As for more restrictions? Mere bias opinion. Need we look at the freedoms on your dear IC's ID?

Take his advice. The official Zoner factions (OSI and TAZ) along with the unofficial factions (CoF, SEF, OZ, Phoenix, etc), and the indy freeport admins have more weight when dealing with other factions than a regular Zoner Indy. We will try to help you if it makes sense to do so. Role playing is better than whining on the forums about it (we're all hypocrites!)

Yep. However, we aren't going to process a FR5 for a few acts of piracy (nor will the admins approve it if we did). Getting a FR5 based on mere piracy to pass means clearly showing that the aggressor has it out for Zoners. A few acts of piracy doesn't show that.
