As for forum activity, I don't really know, take a browse and you can find out. Though I guess someone else who pays more attention to these things can point out a few.
Activity?
What kind of activity- the forum one is irrelevant if you want to play the game and use guns more then words.
The in-game one is also very different- you cannot compare 10 days base supply runs and trade runs for example with 2-3 mass melees 1 hour each.
I wont pick faction only by its activity but by its actual in-game actions and sadly by the available tech and enemies to play with.
For instance gallic factions are kinda dead because nobody is playing in- Gallia even if they have some Leeds/Taos etc activity.

I guess that is what I meant - in game activity. I obviously would want to join a faction that has active players. The questioned stemmed from seeing how many different factions there were. I'm just trying to get a idea of which would be most beneficial to join.
Best way would be to try it yourself. Pick a faction, which has drawn your interest. Play it. And if it's not what you've been looking for, move on and apply somewhere else.
