I'd also doubt that there is anyone stopping you from getting a Nomad Trail ID to RP a Nomad, or to get a House Intelligence faction ID to play a Wild, you'd even get the same guns they do.
This post is really symptomatic for what happens to people when they are told they are special. Normal intelligent human beings start to think that when they dont get more stuff of get the stuff easier than others, its not fair.
Seriously, what's keeping nomads from building a base anywhere they want in human space, and RP it as run by infected humans who send out ships to bring the other noms the gear?
What's keeping you from buying the stuff from any of the many bases that sell, just like every frikkin third-rate pirate does today?
What's keeping you from asking one of the other bases or factions to metagame a bit and build stuff for you and then RP as if they didnt. People do it for codename guns, a lto do it for claoks, you do it for your credits that you spend to buy all the other nomad stuff. Why cant you do you do it for cloaks, just like eveybody else who has them?
Answer: Because you think you are too special.
Having cloaks is cool, but how do you think about having no access to fuel for the cloaks or jumping devices? And transfering THAT from a human ship to a nomad ship whenever you want to use that cloak/jump drive/whatever isnt really going to work well.
With the same Lampoon RP justifying having nomad(organic) weapons on human(metallic) ships. You glue them with C200 or if there is none around duct tape.
Translated- if the nomads and wilde can drive Wrights and Bergels and not only transport nomads guns on them but use them as well then they can drive Albatroses and Storks. Wilde would make perfect deception and transportation division if RPed well.
If the nomads/wilde can pew stuff then they can pew stuff and steal fuel. Too special indeed Karotta or not.

Shieldless level 1 base with one building module might be hard to build but definitely easy to sustain and supply via piracy only if there is group effort.
If you are incompetent pirate then you pay one to support the base or you buy the said devices on the open market and use fuel from NPCs to run them, good tactic is to confiscate valuable Ore cargo and give it back for Mox- it works well.
Both are perfectly RPable and possible. I made self financing Scylla for 2-months running its cloak only on stolen/looted H-fuel without having any problems starting from starfyea.Brought the cloak from Open Market from some fellow and used Penny nubs in rhinos to transport shooted by me NPC loots for profit, they supplied me with Mox from Leeds in return. In 2 months time with around 3-4 hours playing in a week I managed to pirate around 450-470m total in order to buy Scylla,,guns,au8 and cruiser cloak.
Such RP might be interesting and refreshing for the server, try something new and other then forum whining, since the Devs already stated that Nomads are no more special in terms of gear.

Make a POB. Have that base open to all, and have that base pay well for fuel. Pretty dam simple. Answer is simple. Open the ID for all, then the Devs might have a reason to help out more, as they will be helping the comunity, and not an Elitest group that thinks they somehow "deserve" more then others.

There exist already two PoBs, where Nomad players can buy fuel. And it's built by human factions - as gift for the "SPECIAL" elitists. And therefore, they don't even have to build an own base. Brilliant, ain't it?

"Advanced" is realtive to what field you're in. A species can have super-advanced eyes, but a tiny brain. Someone can be super advanced at chess, but totally retarded with people. A virus can be super-advanced in beating the imune system, but he's not going to survive temperatures above 100 degress anyway. The question is always... advanced at doing what exaclty?
We know so little about the nomads that we dont know how they think or if they "think" in our sense. The game leaves some clues that the nomads know that they have to protect certain things, but don't know what the artifact or all DKV technology really does. Its very possible that they were awakened and knew nothing about what was around them, all they knew was they must protect it form the humans.
They wereprobably not designed to face exactly the threat as the humans posed it, but were designed to be able to adapt to any sort of threat, but for that they had to learn about the threat first. Designing lots of marduk sized battleships in advance wouldnt have made any sense, because they didnt know that there would be battleships of similar size to face them. If the threat was a sort of fungus, their marduks would have been useless.
Apart from that, the nomad battelships and fightesr were defeated by like what... level 38 fighters?
