I am confused.. you are part of the Liberty Security Force but not part of the Liberty Security Force? Unless by "independent agent" you mean someone operating outside of the LSF departments, which would make some sense.
Zone 21 is restricted to all but the top echelon of the Liberty Navy and Liberty Security Force, as Walker pointed out. You'd have to get direct authorization from a Liberty Navy Captain (preferably a Northern Liberty Navy one, as the Southern Liberty Navy's jurisdiction is not in New York) or a Departmental Supervisor in the Liberty Security Force or someone of a higher rank, and it's unlikely your character would ever get access short of a Rheinland invasion.
I wonder, how does liberty handle this when it comes to bounty hunters.
BH NPC's are all over alaska, and I'm fairly certain not all of them got there by going the long way around through the omicrons (since originally there wasnt even a jump hole to minor, alaska was a dead end system and still had BH ships all over the place).
Well? Do you just turn a blind eye to the bounty hunters moving through to do your dirty work?
I consider that a development mistake, personally. If the LSF and Navy don't let most of their own men in, why would they allow a group that attacks their ships?

because they need that group. Liberty hired the bounty hunters to go hassle the order, because liberty wont leave their own space to do it themselves.
The navy is not supposed to go into minor. We have those stupid NPC's in there, but the SA is forbidden to go there. LSF should be able to go there though.
And yeah, Navies are ment to fight other Navies of other houses, not a "terrorist" group, that's what the security force is for, and the Police is to patrol intranational affairs.

they do enter minor, but rarely. I've never seen navy NPC's stray from the delta and alaska jump holes.
Whereas the bounty hunters throw wave after wave of fighters directly at the isis and toledo (to little effect, I might add).
Also, I tend to see more bounty hunter players in alaska than liberty players... hell just the other day there was a liberty navy battlecruiser there with two bounty hunter escorts.
SwissScorch is correct, but occasionally military forces are used to quell civil revolts/terrorist groups (case in point; Iraq). The Southern Liberty Navy shouldn't be anywhere near Minor in the first place, given there is no link to it from a Southern system.

When you want to go in Alaska, What ever the character you have (Except Order/nomads/Hackers/=LSF=/SA) You MUST ask permission to =LSF= Or SA to enter the said system.
PS: If Gafwmn is defending the zone, you can ask him the permission, he's allowed to judge. BTW thanks for everything you do Gafwmn!

Please remember that Liberty lawfuls will never admit the existence of the Alaska system publicly. So If you ask: " Can I go in Alaska ?" in system chat, the answer will probably be "It doesn't even exist, move along please "
