Well i am not very knowlegable on these. From what i understand it is someone/ or many someones constantly logging on, or using a program to do so?
Is there not some way that these can be blocked?
Is there not some way to have the law handle them?
I do not want trolls here, I am serious. I really do not fully understand what a DDOS attack is, or if it can be taken care of once and for all.
So any, and all please educate me.

Basically, a DDoS (distributed denial of service attack) uses either a single computer or a network of computers (botnets) to flood a server with data requests. There's no real way to block them, seeing as you'd block legitimate data requests as well as the malicious ones if you tried. Software like CloudFlare is a good start though.
The best way to beat a DDoS is either to have the raw bandwidth to ignore them (which would require an expensive data hosting service) or by going down the legal route, as you said. The problem with doing that is the fact that internet attacks often transcend national borders, making the law extremely sketchy. Combine that with their generally anonymous nature and the low-profile nature of the target, and you've got a recipe for "deal with it yourself".
That said, there's a few home brewed solutions that could work...
EDIT: The easiest way to stop the lag would be to buy the hosting service, but Cannon can't afford to pay that out of his own pocket. If we hosted a donation drive, that then might be a possibility.
To my knowledge, a DDoS attack is when someone sends a large and constant amount of requests and information to a server, causing the server to work way more than usual, harming performance, and making the requests and information (such as logging into an account, changing something on your account, etc.) sent to the server by normal people take much longer than usual, which we call lag.

DDoS is Distributed Denial of Service attack, in which multiple computers are used to flood a server with traffic, this bringing it down.
There are ways to counter act these things, like blocking each of the offending I.P. Addresses from connecting with said server. One could also indeed contact the real authorities since this would break a law under Wire Fraud, in which a hacker crosses state/national lines in an attack.

Sounds like a bunch of spoiled kids that have to rage at others would be the attackers. As an adult i think this is a childish form of trying to get revenge.
If the attacks have identical patterns or sources, it may be possible to ask the hosting service to add a firewall rule/rules to avert it. Without access to the hardware though, I guess the feasibility of that approach depends on who your host is.
Without knowing anything about the server's hosting setup I can't really advise on this. If it's truly a problem (It seems like little more than an inconvenience to me) you could obtain an additional box from the hosting company to run as a dedicated firewall over which you have complete control.
The downside, as mentioned, is that this would increase costs and (again, depending on your host's setup) latency.
Is anyone aware that with the amount of players (Including myself) that is incredibly annoyed by the DDOSer's, we could effectively Turn the tides against them and DDOS them, hence rendering them unable to DDOS the server due to the bandwidth being used up. Think about it, 100 annoyed player that cant get on the server coze someone is attacking it, we all attack that guys computer, until they are forces to stop then, server goes back up and we keep playing, Could be effective. (Side note though, they could get more annoyed and DDOS it more). Although i myself am not condoning DDOSing, due to the fact that its pointless and just a way to try get attention, bet most of the people that DDOS the servers don't even really know what they are doing.
