If everybody has loss then the problem is more likely the server. If it is only you and a few other people then the problem is more likely your network connection.
I'm aware of some network issues in your part of the world recently, both ddos attacks and people cutting major internet lines and it is not impossible that this is impacting your connection.

I appericiate it, but I still don't understand why it is the way it is. I can easily play with 0 loss and 75ms when it is morning, but 17:00 18:00 ++ it becomes a teleporting game. I realize that it also has to do with my own network but even when I try to get a reading from the server I can't even ping it.
Needless to say, I have checked with other servers, frankfurt berlin munich and dutch servers and it seemed perfectly alright.
I might try a direct connection with the modem instead of the router.
Yesterday Germany to Germany with good and fast internet the lagg was between 4% to 15% loss even in 3-5 people snub fights.
It is server not your net.
