Yep may be but it's about mankind behavior. If you see a man being killed right front of you and you have means to save him, you would in one hand to not interfere and mind your own business or in the other hand save the guys.
I would save the guy and worry about rules later. And for those who might disagree, it is called roleplay. Rules are there to be obeyed, but they are supposed to allow some flexibility. You may be sanctioned or not, it should depend on your motivation, roleplay and individual circumstances, if the admins accept accept your case, your laughing, if not you take your lumps and move on. Any consequences of my actions I will accept as a necessary trade-off to roleplaying my character.
Imagine it happened in real life, would you watch someone get murdered and do nothing if you could interfere and save their life? I wouldn't hesitate and I would worry about any infraction of the law later. One day I will answer for my actions and I think "the rules say" won't cut any ice, I certainly wouldn't accept that argument. The same goes for my characters ingame, I play them as I would live them.

Then like i said.. DON'T BE A BOUNTY HUNTER. Grab a FL ID or a Merc ID. That seems to be the best option for you.
Saving lives out of the goodness of their hearts without getting paid is not the RP of the organized BHG. They are a profit minded orgnization who kill for money. Vanilla lore would even argue most BHG to be worst then the unlawfuls of Sirius since many BHG are former unlawfuls that dropped their ideals for the sake of profiting off the deaths of their former friends. There are IDs and groups who can drop what they are doing to protect a tradeship/miner like the GMG, such things are specified in the ID. BHG ID has a massive ZoI and doesn't need to the liscence to be complete Sirius police.

Not if you're a bounty hunter.
You want to be a savior to people, be a Freelancer. You're not the police, you're doing your job for money. (Note that this description of hunters refers to the regular bounty hunter ID. The bounty hunter core / guard ID is a bit different.)

vigilante ID has many many restrictions, and is mainly for pvpwhoar... joke.
just look up the bounty boards, and make a list for yourself of the peeps you can't pewpew w/o some kind of roleplay. you could also make a demand that he leave the trader alone.
