yes. but you have to mind that they are both guests. actually engaging each other and causing mess in another house could be slapped with few restrictions by the said house

Whilst within the jurisdiction of Liberty space? I'd be surprised if it generated a sanction, but given that both parties absolutely rely on Liberty now to trade the goods that only the other can provide, it'd be downright stupid for any corporate Kusari or Bretonian to break the law in Liberty. That's not to say that one side or the other wouldn't do it anyway, nor that they wouldn't follow the other party into the "neutral" zone between each house.
In this case, war is bad for business. Corporations like Kushiro and BMM probably wouldn't dream of firing on each other.

In a situation as you describe, certainly there would probably be a war of words between the two. But since Liberty is neutral to both Kusari and Bretonia in their war, those ships actually shooting at each would be a bad thing - because the first one to fire shots is going to cause a major diplomatic incident.
(Think Graf Spee - ship in a neutral harbor - the British HAD to leave her alone, even though they wanted to sail in and sink her.)
Another thing could be that the Bretonian trader and the Kusari trader are meeting in Liberty to exchange cargoes - something that both of they want to trade in the others house, but can't due to war.

Or omegas, or hell, meeting in enemy teritory (Leeds) could guarantee some fun, especially since Kusari corps are allowed to take unlawful actions against bretonians and vice versa.

I would not sanction Kusari or Bretonian corporations from trying to kill each other, unless they were seriously taking the mickey by doing things such as getting 5 Kishiro ID and tagged bombers to beat up lone Bretonian transports or vice versa. As for shooting each other within Liberty or Bretonian House space, as people have already pointed out this should be a HUGE no no. After all, if they were aggravated enough by continuous diplomatic incidents within their space Liberty or Rheinland may just decide to ban the offending party from entering their House altogether. Or worse, start threatening the House whose corporation is causing the trouble.
Admittedly, while Rheinland isn't in much shape to be issuing threats, Kusari in no way at all wants Liberty angry with it, and neither does Bretonia. Neither side could possibly afford to have Liberty decide to embargo or attack them, and they'd be impressing this very heavily on their corporations.
