As I promised, here comes more informative material about your VPS field agent.
As said before, the material is not court-proof, but the mere number of confrontational situations may indeed mean something.
1. Mr. Reapers attacking Ms. McCarthy (at that time a Mercenary in the servive of IMG) verbally and with guns. The most outrageous attack is not caught here because it happned while IMG and BAF were fighting Order near Essex. Mr. Reapers used the situation to backstab Ms. McCarthy who had retreated to Hood, yelling "She shot me, shooting back in selfdefence!", which is - per se - ridiculous. If you are attacked in surprise, you don't utter that sentence.
Explanation: Order ships were sighted near Hood. IMG Defence and BAF Carmarthen destroyed them.
Interesting detail: In the complete engagement I made several pictures. Mr. Reapers is not firing his guns on any of these pictures. Coincidence or something else? Keep reading.
3. Mr. Reaper claiming to have friends within the Order after IMG fought them
I caught Mr. Reaper escorting an Order warship. The warship later moored at Essex with Mr. Reaper standing by. He was clever enough to keep some distance after we caught him flying in formation with the Order.
Still you might see, Sir, that a little bit too much "Order" is in your pilot.
Also see that Mr. Maximus is again there. What a coincidence.
5. Mr. Reapers questioned after he invented a story linking an O49 Nomad attack to IMG
In O49 a Nomad attacked vessels. Mr. Reaper linked the attack to Nomad activities near Hood and accused IMG of having something to do with it. He admits in this conversation that there was no such link, he still created it when talking to the IAB. The consequences were severe and resulted in the all-out attack against a superior force of Nomads near Hood in which a complete Defence Wing was lost. Mr. Reapers cheered at that loss.
6. Mr. Reaper issuing threats against IMG personel
Mr. Reaper was enconutered flying with an IAB. In the ensuing talk he started threatening IMG, again by giving information he had collected. He is obviously working against IMG, using e.g. IAB as a means for his aims.
Issuing threats against Bretonian civilians is a crime.
Blackmail is a crime.
7. Mr. Reaper accuses myself od having placed a bounty on his head without providing any evidence. He could not produce any evidence whatsoever, which seems to be his way of working: Claim something loudly, and hope that others just believe it.
Okay, this is what I could dig up from my own recordings of Mr. Reaper's actions only. There might be more and IMG is very willing to give you all of it.
I think the material portrays a meddler in affairs that should be of no importance to him. He is not an envoy, he is no VPS diplomat and I keep wondering about his hidden agenda, because there must be some vested interest in his seemingly erratic behaviour.

From the number of logs and guncam shots you have there it seems that Mr Reaper's 'activities' extend even further than we imagined.
We have been aware of his ties with the IAB, but the evidence you provided here confirms that he is somehow on their payroll - or at least that they are coercing him to work for them in some fashion.
On the matter of the Order, his uncanny ability to predict where and when their forces would be present in Dublin has always been a subject of interest. We of course had always assumed that he received classified intelligence from the IAB; but this working relationship with the Order itself is far more preoccupying.
And of course when factoring his involvement with known outcast criminals and his apparent agenda: discrediting the IMG operations in Dublin, it becomes evident that he is working for some organisation.
His apparent allegiances to factions that are in direct conflict with each other such as the IAB and the Order are puzzling at best, and the main problem here then becomes: who is he working for and what are their goals?
Although, while as one of our employees we were able to add tracking and recording devices to his vessel during maintenance; no concrete evidence was gathered. Seeing the records that you provided and the fact that none of these excursions and transmissions were logged would suggest that he is able to tamper with these devices; which seeing the nature of the equipment would again suggest an outside source with extensive technical know how.
It seems that he becomes careless in your presence, if you could continue to accumulate intel on his movements and 'associates' it could help in painting the picture of what is really going on here.
We will continue to monitor him on our side, but again seeing how he manages to tamper with our recording devices I doubt that he will let his guard down enough for us to obtain any significant information.

I guess it is time to show you a bit more of the material that sheds some light on your Dublin pilot.
You already know that he is not allowed inside 15 klicks of Hood, but he doesn't really seem to care much. Ths footage shows him landing on Hood, which is just a bit too reckless, to be honest. We try to remain polite in cases of minor infractions.
But judge the incident yourself, Senator.
I'll condense it for you in a few sentences he said, you can of course view all the context of the situation by reviewing the complete visual evidence.
1. Docking at Hood even though he is not even allowed to approach it.

2. Trying to play games with Non-Core IMG Defence
The ban issued by IMG is also valid if no IMG Core Defence member is there. It is always valid, not only if there is no one to watch over it.
So after Mr. Reapers was reminded (as he has to be every single day) about the ban, he answered:

3. Using the BAF as instruments to get what he wants

And no, this was not the deal. BAF insisted that when Mr. Reaper is on a mission with them, he can enter IMG space. The situation here is different: he needed an excuse for being here and so he used the presence of the battleship. The captain of the battleship never said a word about Mr. Reapers working with him on a mission.
It's just another attempt to tamper with the rules.
IMG did not react to that and issued the demand for Mr. Reaper to leave:

Mr Sanders this wasn't ment to be a pissing match its was ment to answer why were the the reavers using Hood so that they can kill more people which still hasn't been answered properly. While I've been waitng for an answer Jack has been making excuses that its not Hood even though we all know it is. If you want i could point out what points makes it so we know its hood. Also it makes me think he is disrespecting his own people.

Tobi, to be completely honest: I think you are beyond hope.
I stopped bothering the moment that Mr. Sanders took over because now the issue is on a higher level and it's not generally benevolent Jack against an unnerving Tobi, but it is IMG Director Sanders and VPS Senator Morales very likely against Mr. Reaper.
You chose the course, you kept pushing when I gave you so many chances to back off, you docked on Hood and thus showed the most blatant disregard for the chances I have been handing out to you, so you will have to live with the consequences.
You wasted your chances to make this stop by simply ceasing your meddling.

To be blunt this little vendetta between Crewman Reaper and Mr Henderson has completely blown out of proportions.
The actions of Mr Reaper absolutely do NOT reflect the policy of Venator Private Security in any ways, but I will admit we are to blame, by trying to investigate his erratic movements we have given him extra leeway.
Crewman Reaper has now been put on a tight leash and will absolutely not enter 20k from the hood.
If he does disobey orders consider it an immediate dismissal, and use whatever measure of force your defense wing feels necessary (although if you could issue a standard guncam shot and excerpt from your flight logs before taking actions for administrative purposes, we would be grateful)
We do not want to tarnish out agreement with the IMG, and will certainly not let a rogue agent be the cause of it.
