Quite a few of the guard systems and "secret bases" are more of an idea than an actuality.
Meaning, the actual buffalo base in the badlands of course probably does not exist anymore. However, there will almost always be some "secret LR base" in NY..somewhere. Instead of making the modders remove the old "secret base", make a new one, and place it somewhere else, we just use buffalo to represent the idea of the LR having a "Secret Base".
Thats how i look at it also. No law enforcers should really be going into the Badlands anyway due to comms trouble and sensor malfunctions. Therefore people shouldn't really be finding Buffalo, and definately not camping it.
I happened to be there when the Providence was trying to find its way back out of the badlands. I thought it a very nice touch that he managed to lose the coordinates as he was fighting the interference of the area.
As for the screenshots, even without seeing them it could easily be assumed that the contents might have lead to a dreaded "Trial by <strike>Flames</strike> Forum," especially given the nature of the rest of the post. Xoria was right to delete them.
Finally, whether a pirate would give the coordinates up willingly or not depends on the pirate. For that matter, it's entirely possible that the coordinates were stored in their ship, which was lost when they were captured.

You made several mistakes.
Starting with hanging around and docking with a lawful base as a Outcast.(Manhattan is a very busy place).
Actually you should be hostile with planet and NPCs.
No there is no free zone at Manhatten.
After getting killed first time you should have stated in system chat,"Undocking Manhattan, leaving system"
:rtfm:5.7 A player who was killed in a PvP fight must not enter the system where the fight took place with any of the characters on his/her account(s) while the enemy (player or players involved in the fight) remains in the system, but no more than 4 hours.
If the player respawns in the same system, he/she must leave the system without engaging. Other players are not allowed to attack one who is leaving.
Reread rules and as a pirate be scared if your in a lawful place, fix rep with NPCs.;)

Every time I've played on my =LSF=, and a pirate escapes into the badlands we hold at West Point.
Only speaking for how I feel the =LSF= should operate concerning the Badlands.
We know the location of Buffalo. However, we keep it a secret that we know the secret of were Buffalo is. No =LSF= ship should ever fly to Buffalo just for kicks. No =LSF= ship should ever be hanging out at Buffalo just for kicks.
The majority of the time =LSF= get within 14k of buffalo it is when chasing someone. The badlands are not a no fly zone for =LSF=. If we battle and fight someone near buffalo we leave after they are killed. If they make it to Buffalo then we simply leave. We do not hang out or camp Buffalo. We also do not broadcast anything about buffalo since we wish to keep it a secret and not have the unlawfuls think they need to move their secret base.
Now and then when actively looking for a known trouble maker we will use the interNY JH to quickly get a scanner shot of buffalo at 10-13k distance. Then leave back through the hole. This would be a task for a single fighter and would not entail getting close to Buffalo or mounting some kind of offensive there, it would be simply for intel. Here is a situational example.
"mmmm...we have 2 known hostile BS's in system grouped with 3 other known capital ships. After extensive searching we have yet to find them. Agent Z head to buffalo via the nyjh and see whats going on around Buffalo and report. Then get back here asap. Do not engage or get within scanning range of hostiles."
The only rule concerning the badlands is to stay away from Buffalo as much as possible.
I feel it should be a safe zone that unlawfuls can hang out at after they undock or if they make it there without being followed.
Yet, it is not some fortress that they can run to while turning around, sticking their tongues out at us, and saying someone childish like, "nahnahnah i'm at Buffalo, you can't hurt me now. you big dummies." In addition, thinking you can run to Buffalo while being chased and keep it a secret....is just silly. In my eyes if you run to buffalo while being chased.....their going to shoot you as soon as you dock and leave your ship. They might even just blow your ship up as soon as your within range.

Tenacity ... Outcasts are NOT pirates. Just because they are enemy of Liberty doesn't make them pirates. Now ALL "unlawful" ID's grant the right to "conduct piracy" ... but it does not make them actual pirates. The only true ID that makes you a pirate is the Pirate ID. Outcasts and Corsairs combined would have made up the Hespania house.
There are tensions between each of the existing houses. Are Kusari considered pirates in Bretonia? Are Bretonians considered pirates in Kusari? Are Rheinlanders considered pirates in Liberty? No ... so lets quit calling Outcast and Corsair pirates. If anything they are the Hespania house in a civil war.
