Indeed claiming something something against someone that you pew anyway have no real in-game consequences it changes nothing- they would pew each other anyway.
However claiming something to the neutral party in independent system combined with the player-base and ZoI extension- it is a mess and admins must find some clarification- I am not sure if this is power gaming or not but independent systems should be independent- I am sure about that.

I as a player? Dunno. I don't think that's a matter that should be handled by ooc regulations and admin input. Navies have the mass of caps, so they call the shots. Somehow I tend to approve everything that makes Sirius a rougher place.

When interspace commerce actually starts insuring ships then maybe their actions would truly be taken into consideration.

OS&C manufactures a good 70-80% of all luxury goods, has more than one foot in a very large number of shady dealings, not to mention the whole pretty much monopoly on luxury treatment and general large scale people movers. OS&C caters to the rich and powerful, not to mention it wouldn't be too hard to imagine OS&C knows nearly every single politician's(who stay at their resorts) dirty secrets.

They do insure ships inRP. However, game mechanics do not actively support this being performed by players, so therefore it doesn't happen much.
