Seconded. Disco presently possesses a sufficient niche on the realism - arcade niche. The moment you start introducing more mechanics which don't introduce a new niche into both Rp and Pvp, then the game would lose all sense of balance and fall from its ladder.

Disco doesn't need more grinding, its needs new tech and gagets to spice up the gameplay. New missions and more interactivity from the environments. I've always been a proponent of using planets for resources. We should be able to mine them, similar to how we use ore fields. That would make controlling planets important to factions and also make capturing them practical in some way. There are a lot of planets, as we all know, that basically are just giant sphere's we avoid on our way through a system. If they were minable, many of them anyways, maybe there would be a surge in miners.
And I run into miners all the time, you just gotta know where and when to look for them.
So no, my god no, sorry, bases are hard enough under the current system to maintain, let a lone constant servicing of a ship.
After reading all the negative consequences that you pointed correctly I still think it has more to give than to take, sorry (talking about the fuel consumption)
