Something to keep in mind folks ... when you're in a fight and the guy you are fighting with tries to escape through a jump hole ... but you do that trick where you block him from jumping ... you know ... where you hit F3 before the guy can jump. Just keep in mind that if you ACTUALLY jump to the other system you're out of the fight ... don't expect to come back and continue fighting.
I made the attempt to flee to another system when one gent pulled this little trick ... blocked me from jumping and ended up jumping himself while his buddy kept pounding me. So I attempt to defend myself ... next I know the guy jumps back through the jump hole and re-engages in the fight.
Jump hole and jump gate are the same thing gents.

It was more than likely misuse of the fleeing rule.
The only way it could've not been is if you were a trader and docked first and they docked in the jumphole afterwords. In such situation I believe it'd count as a PVP death for you, however due to rules on PVP deaths they would most likely be able to re-engage as traders may circumvent the PVP Death rule on grounds of trading, and they had technically won the exchange so they suffer no repercussions of a PVP Death. If my interpretation of the rules is flawed however, feel free to correct me.
No you're right if I understood you. If someone flees and the attackers keep chasing, then it didn't count as a PVP death.
Either way, it doesn't sound to me like a re-engagement. It sounds like you tried to run, they cut you off, you changed directions and they kept chasing.
Fleeing takes part when someone enters another system or docks. Until then, it is all fair game.
Dock queue is something of a delicate weapon. If you're alone and you hit dock before the other guy does, all you can do is pray he really docked, because if he floats on trough the gate, and you get docked - you lost.
Best way to use dock block, or how do you want to call it is to have two players. One docking, one pummeling the living shizzle out of the guy that is waiting for the gate to accept the other guy.
It's a valid / was a valid tactic.
Same way you wouldn't label someone as fleeing if he charged cruise engines but didn't use them, you can't label someone fleeing for attempt to dock.
What if someone jumps through the dock, and then you aren't in the same system anymore, but the next system over is where you have to go?
ie
Rogue is fighting a LPI near the jumpgate to Penn. Rogue fakes like he's going to jump, but never actually hits F3. LPI jumps through, trying to chase.
LPI has technically lost the fight, can can not re-engage. So can't the Rogue go through the jumpgate now, and the LPI can not fight him?

Like Joe said, that's not the spirit of the rule. That's a Rogue trying to abuse technicalities and bend the rules to his own advantage. Which is both immature and also against the spirit of RP and the most important rule we have (Rule 0.0).
