Oh. It tells you whenever someone docks with a tradelane or gate within the respective house space. Once someone is detected by the tradelane network you can type /showscan <targetname> and it will give you a listing of their equipment, ID and cargo.
Hopefully this will give the police factions a bit of boost they needed.

You make a decent point, but I don't think that personal computers are very analogous to trade lanes, which are more like... highways in space. Also, Ageira doesn't make hundreds daily - it's more like the inverse. Construction has to be slow and meticulous, in order to match the pace of gate/lane development between vanilla and current disco.
Rather, what I should have said originally: use of this system for cargo items specifically important to a particular faction.

People building speed radars don't have access to these informations.
