Using this data with my original post, which asked about Orkney or Cortez.... According to the BAF ZoI map on the Wiki (can't find anything in the BAF forum), Orkney is outside the ZoI, while Cortez is within it. I would have expected Orkney to be included since it neighbors against Lewis, but the map says Lewis is not in the ZoI either... that seems wrong to me and I would have not doubted the righteousness of blowing away an enemy transport or hunting pirates in Lewis. Wow! On the other hand I have hesitated to engage pirates in Cortez and Magellan, when it's clearly within the ZoI and therefore perfectly legal. Wow Again!
As to my later query about RH in NY, this map and legend says that their ZoI effectively ends at Hamburg, and members should not go into the bordering independent systems. So the RH doing shakedown fights in NY was not just in the wrong place but also sanctionable. Good thing to know for future reference.

When i was still in the RHA, the only reason to go to liberty was to smuggle Blood Diamonds, to escord Blood Diamond Convoys or diplomatical stuff with the Liberty Unlawfuls.

Lewis is the Gaian Guard system, so it's rather obvious why it's not in the BAF ZOI.
