We received no answer. As your current government was announced less than two weeks later, I can only assume that this was an accidental oversight due to the transition, and not a deliberate snub. To that end, I am calling you to remind you of Minister Combs' offer, and to assure you that it remains open. Rather than repeat it myself, I am appending a copy of Minister Combs' original message to this communication. I sincerely hope you'll give it full consideration and accept our offer. Past relations between the Octavarian and Maltese peoples has always been amicable, and I see no reason for that to change under the new administration. I look forward to our next communication.

Good day. Natio Octavarium has just heard about the National Council's dissolution. I'm glad to hear of the peaceful transition of power; such matters aren't always handled gracefully by other nations, especially in wartime.

Natio Octavarium is interested in establishing official diplomatic relations with Malta. Prior Octavarian leadership was less formal about these matters, which I fear has been to our detriment in several ways. The MInistries of Engineering and Relations have set aside a full floor of the Command Layer for embassies and similar diplomatic purposes, and we would be honored if Malta would be the first to establish an embassy there.

The interregnum period is over and the new government is firm and instituted. We are ready to discuss what Natio Octavarium has to offer, be it exchange of embassies, trade agreement, or other matters. As to the offer of Senorita Combs, we are ready to dispatch our representatives to oversee the establishment of an embassy in the territories of Natio Octavarium.
