I would not consider Lawful Military Operation to be the same as scanning for contraband cargo (at least from the point of view of the Order). The Order's concern is fighting the Nomads and defending themselves against Liberty. They wouldn't be interested in contraband except if it served their interests to obtain the cargo (example Corsairs hate Outcasts so they consider Cardamine as contraband, Military/Police see Artifacts and Drugs as contraband since they uphold the law, Order might consider Artifacts as something to scan for, not as contraband, but rather as something they would want to obtain).
Now what is the story behind the Order's continued fight with Liberty? I know from the single player that the Order was made into terrorists but that most of the Order were in fact Liberty Navy fighting the Nomads. Or am I thinking its something like Star Trek's Marquis where Liberty wants to arrest the Order for basically siding with Corsairs/Pirates (against the Nomads) and from Liberty Navy's viewpoint betraying their uniform? Or is it them trying to keep Omicron Minor for themselves rather than handing it over to the Liberty Navy?:unsure: I suspect there's a story post somewhere which explains it, if so someone know the link?
Anyways, my final thoughts are that the Order at the moment have an interesting RP since from their viewpoint they're acting for the greater good, but in doing so they are willing to break minor laws to obtain and do what they need to.

Well the Order probably would consider them contraband just that the NPCs weren't programmed to search for them. Anyways, both Order factions (Bs| and PA|) are licensed so don't be surprised if they ask for the cargo as contraband:cool:.
but that would only work if the party thats being asked for the nomads doesnt have a license?
Example. If Dboy asks my fully tagged/ID order pilot to hand over the nomads he would be foolish to say the least !!! Remember its an example !!!
On the other hand, if someone comes out of Delta and has a cargo full of nomads, and both me and Dboy want them, whats going to happen, will there be a dispute between 2 order pilots, where Dboy would win since he probably has a Osiris hanging about somewhere close...???
I love to play the order purely for the sake of shooting nomads, and exploring more and more new systems, that being said, i think that the Order needs a new base, a research lab where experimental things can be bought, and nomads are priced really high AND where you cant come/dock without order tag/id

And the most likely place for that would be somewhere in nomad space, or at least where many nomads can be found. The Order Research station shouldnt be to close to nomad NPC's though, else everybody would make an Order pilot, just to make a quick $ on shooting NPC's
Regardless of what most people think, the Order is merely hostile to Bounty Hunters because Liberty would love a bite of them, and Bounty hunters are from texas. I think that is something that can be worked out great in RP but on NPC level i think there isnt much to change...
