Aurochs with gallic civ guns works fine with Freelancer ID. I tried last night. /restart freelancer, then flew to Gallia and bought Aurochs with gallia civ guns. No nerf. So not sure what people are talking about.

Civilian means non-military, and therefore applies to any and all traders and miners operating within and from within Gallia.
In other words, GMS, IDF, EFL, and SE are all Gallic Civilians and thus rightful users of Gallic civilian tech.
Civilian and independent are two different terms for two different things in this game, and even then, "independent" has two different meanings in the context of this mod and community.
Independent can mean not attached to any faction (NPC or player), or it can mean not attached to any player faction (but still affiliated with an NPC faction).
