Whilst waiting for a reply, I have another discovery, a freelancer (Illegaly) flying a Kujira full of VIPs into Gallia! He originally claimed they were from Liberty, then changed his story to Kusari, sounds like spies to me!

Nathan, forgive me, I have been away and have not been able to get back to my seat until now. We know that Samura, Kishiro, and the like are traitorous. however, the info on ALG is definitely quite insightful. However this was a single incident. That being said, we know the IMG are not fond of rhienlanders due to their constant rivalary with DHC, Kruger and the like. The outcasts don't like having more visitors to their "playground," so If you see a rhienlander in the taus, you may assume it is aiding gallia in one way or another.

As for the kusarian with the VIPs, Do what you wish with them in that situation. keep in mind though, that if they were truly VIPs, there would be much more security following that transport.
