perhaps i wasnt clear enough. Indies could still SRP caps without the support of the parent faction. The faction would have no influence to say no on SRPs.

I think what he means is, indies can SRP caps no matter. But, if a official faction gives the go ahead, that time/money/etc will be lessened. So officials have no say if the person can go through the motions to get one, essentially not giving their support, but doesn't mean the person in question can't try. Really, the officials in this regard only serve to speed up the process, not hinder it.
Exactly, in my example I didn't say they would hinder it, I asked what would happen if one faction has lower standards than another or if one faction choose to back 0 indies - logically things will get unbalanced and not necessarily in line with lore (if Brets choose to back more indie caps than gallia, it logically leads to a higher bret-to-gallic capratio in-game for instance if the bret srp is easier to achieve), and that is why I think factions are a poor institution for such a task because they are only focused on their own narrow field, I can't see what their involvement would contribute with at all.
I might not be opposed to SRP'ed caps for all on equal terms.
