I as the Adjudicator of Bornholm, understand the Hessians and other Unlawful parts, since alot of the smuggling has been closed down on bornholm and Kreuzberg. Alltough im positive that it will all work out just fine.. Sooner then later... Hopefully -sighes-
Anyhow, i belvie that the biggest difficulty we have is the Outcast / Corsair situation out at Yanagi.
But im positive that Mr tinkerbell will solve the situation.

Smuggling is the lifeblood of many a Junker and Junker station. While some Junkers may want to go legal as I have, I cannot tell others what they can or cannot do. Everyone of our stations is open for all manner of legal and illegal goods.
Last time I was at Bornholm I had no problems with any of the Junkers there.

This isn't just about smuggling though. Our stations are frequently used as neutral ground for meetings between parties. Now you tell me if you would like to have an important meeting you're attending on the lips of all of Rheinland cause of the JU being unable to keep secrecy by bringing over an unusually large guard battallion, almost as if the diplomatic parties wanted to kill each other there and then.
This is Rheinland! Everyone can get to an understanding! Even the Hessians and the Rheinland Military work together sometimes, even though they are dreaded enemies to each other. Getting to know the local customs is tantamount for you Libertonians if you want to take control of what is basically a Rheinland junker station. It's all fun and games until our partners start leaving us.
You know, while smuggling certainly is important for the careers of many a Junker, keeping that appearance of legality can only help such a situation. So while it seems like Bornholm isn't particularly smuggler friendly (despite its borderworld locale), you know there are always Junkers on board who can, shall we say, take care of business, yes?
The same goes for Kreuzberg; If you have some cargo that is, hmmm, underappreciated by the local law, just ask for Karl in the landing bay and tell him I sent you.

Well when I was the Ajudicator or Rochester any non hostile parties were welcome. I never sent any of my guards to watch over them. Junker bases are still neutral to almost everyone. I hope our partners realize that they are welcome as long as they do not cause any problems.
Our strength lies in our nuetrality and I for one would not sacrifice that for anything. If they want to smuggle fine. If they want to make backroom deals fine. If they want to have big important pirate meetings fine. If they want to cause trouble and bring harm to Junkers...they can shove off.
Well, I applaud the way Rochester was ran then. That is not the way it is with Kreuzberg however, let me assure you. Whenever I am telling my partners to meet me on Kreuzberg, they propose that I come see them at their bases instead. Isn't that a clear indication that our policies have taken a wrong turn somewhere?

Im also at Kreuzberg when ever i can, since Bornholm is quiet most of the times. Im sure that I can make Kreuzberg a place for trade yet again.
