I'm aware of that. The "other emulators" here are for example DOSBOX and other system emulators that they are trying to differentiate themselves from - Wine does indeed not do any CPU emulation like they do (as you said), but it's still a Windows emulator if it isn't a full Windows system emulator. It's the easiest way to explain what it is to people who don't even have any idea what Wine is.
