Some IDs, for example the IMG ID has a line such as/close to:
''-Can actively hunt pirates and terrorists in systems where IMG as a base.''
Now, with the introduction of .86, we'll be able to build our own bases. And official factions will of course be doing this, obviously. So the question is, will these POS's pass as a 'base' on the ID? Example, if the IMG built a base in California, will they be able to hunt pirates and terrorists in that system?
I guess it wouldn't be a huge deal if a faction wanted to spend tons of money/resources for a station (and then the money/time/whatever to keep it supplied) simply so they could actively hunt certain id'd players in a particular system.
Wait for it to come... Thats your best bet for now... As Things may be tweaked a little bit from now to make them work in the next update or whenever it comes
Comon sense- if the base is in your zoi yes if not no.

Nomad base right next to Manhattan, yus! Your best bet is to just wait and see. I did ask, in that thread by Linkus, to reveal a bit more with respect to POS and cloaks and whatnot.
