Not exactly. Kusari has used the Tau 29 system for mining purposes, and does gas mining itself. There's a small issue however with generating H fuel directly from the clouds: You skip the usual refining/deuterium enrichment process that H Fuel has to go through.
Though, reminds me to make sure those fields -have- in fact a loot zone out there... even if it's just water.

If Friday's mod is how I think it is then it could be reasoned that the purpose of you mining next to a station is to represent drawing out the processed H-Fuel from a stationary miner.
Of course if I am wrong then you are safe to ignore me.

While lolpowerminers (the non-RPing type for you nitpickers out there) may not provide any RP themselves, they may still serve as an environment to create roleplay around by giving the dragons and chrysanthemums a job to do and the KNF an actual enemy in core space.

Because currently it is more profitable to have a Hogosha or Farmer who can easily resell the loot to Samura and get a nice profit out of it. Unless caught in the act, the KNF and KSP can't do anything about them so there's no point in going after them in the first place.
Having Samura vessels shipping it however requires the presence of an actual unlawful to hit them. And that's where the law enforcement has something to do without waiting until they actually witnessed a crime. Even with Kishiro shippers it's more likely to get hit by an actual unlawful than a semi-lawful. While most dragons may leave them alone, the chrysanthemums aren't that picky about the males they kill. Even less picky are the outcasts in the Taus.

Any alterations can only work on existing mining zones.
Petition to have them use the autoupdater. If you've done all the leg-work and the mod is packaged and ready to work, they shouldn't really be able to object to it. You'll be lifting a workload from their shoulders, after all.
In my experience Kusari is only alive when there are larger Niobium convoys or temporary shooting scenarios (like the GMG wars). The activity is mainly centered around piracy, then lawfuls shooting pirates, then people log off.
I haven't seen many "Kusarians" in Kusari (except their unlawfuls).
Increasing the popularity can be done by mining changes.
Changing the RP to invite more interaction could help, too.
Or Kusari could stop saying "ENGAGING THE GAIJIN" and, you know, not nuke friendly visitors that happen to float in.
Stuff like that tends to scare people away. People don't like being shot.

Another thing which I didn't see is that there's a large phosphorus field in Tau-29 as well. That's what Shinkaku station is all about. Fertilizers and the like. That should really be involved as well.
