Oh ffs, okay. I like how this comes up again and again and people begin to argue about things that never happened. RP exists in our mind, but not in game and we can just wonder about how the things really are. BUT, dispite of efford placed into arguing and moaning and doing all the mess we'll never come to any ingame changes because THE LORE is written already. It have loopholes, mistakes, messed up parts. Some facts are not present at all, so we have make fake statements in order to fill the space.
But this is pointless from my point of view because of a huge possibility of Igiss coming in, sayin' "NO U (lalala)"
But on topic.

For this reason we have there Battleship, good ammount of patrols + that's why Samura uses fleet of mobile
There's no other lore to go off than those 'lame' vanilla rumours, unfortunately. You're claiming that the situation has changed, but there's nothing to justify this statement - in the game, or on the forums. Just to note, that battleship was there during vanilla. Here is a selection of quotes that demonstrate the sitaution in Hokkadio with the battleship present, doing its thing, launching patrols. If you want to see the whole quotes instead of the lines I'm snipping out to be concise, check here.
Chugoku Gate Construction Site (Hokkadio side):
Gennai Kugo, DSE:
"The Samura folks made a replacement MOX run yesterday. Last one got wasted in the cloud. We're all short timers up here - either short time to the grave, or to paradise on the beaches of Curacao." Bill Baldwin, DSE:
"Bunch of craziness this [jump gate] project is. Lots of people killed and money spent for nothing."
"IC won't insure this project; that should tell you something." Stephen Nichols, DSE:
"The Dragons probably destroy half of our construction supplies getting here. Then they do their daily target practice on the storage depots and get most of the rest." Tony Bratton, DSE:
I've been hearing rumours that they might shut this thing down pretty soon. Kusari government's tired of the cost overruns. I can tell you, we're tired of watching our buddies get atomized while they're out there welding. This ain't no place for civilians like us, even on hazard pay."
Sapporo Station
Kenji Ono, Samura:
"We have begun gas mining operations here, but they are not up to full production - too many attacks by Golden Chrysanthemums and Blood Dragons. The Matsumoto should be stationed here, not up at the Chugoku Gate Site."
"They always need Pharmacuticals on the Battleship - radiation poisoning and battle wounds. It is a nasty little war we have going on here." Yoko Murakami, KSP:
"My unit was on a deep reconnaissance patrol in the Shiden Cloud, looking for GC. We were engaged in battle with the GC for 15 minutes, and then they vanished. Our unit lost Takana-san and Ogawa-san.
Battleship Matsumoto:
Hideaki Ishikawa, KNF:
"I've heard that we will abandon this area of Hokkadio soon. Tokyo wants us to build a defensive line on the other side of the Kyofu Gap and leave it at that. All the gas Samura wants is in the southern end of the system anyway."
Aniu Depot:
Kyoko Yamada, Blood Dragons:
Many Naval Forces fights have been lost recently in skirmishes with the Blood Dragons. Due to the low visibility and difficult conditions in the cloud, some weapons may still remain on the ships in the more remote locations."
Some of the rumour links were broken, so there could be more stuff. There's other bits and pieces that could have been linked. They were a little irrelevant though, so I chose not to. The overall impression I'm getting is that it was considered to be an insurgency war (as referenced by a number of lawful NPCs), the GMG's guerrilla tactics were working (as referenced by a Blood Dragon and Samura NPC) and the government were considering abandoning the Gate Project and falling back (as referenced by a DSE, Samura and KNF NPC).
Hokkadio really, really doesn't sound like a secure system, especially considering nothing has changed from its vanilla state there. I would be interested in reading through your sources that are to the contrary though.

That's all fine and dandy when everyone agrees with the 'fake statements'.
This is not the case. Unreasonable roleplay assumptions are being thrown back and forth. These assumptions are impacting on people's roleplay within the game, which is why there is need for discussion.

all those rumors from vanilla. And was never changed due to lack of developers that want to make kusari more living... and follow mode storyline.
+ we need not biased towards any of kusari faction developer... because if I'll start to write rummors... I'll start to make kusari lawfull side in more pleasure position, and if we will have someone from unlawfull... it will be oposite to mine. (That's how GC got KNF BS in Okinawa)
In .86 we will have 2 more sytems path to wich would be through Hokkaido, so you think it would be indefensible system? or maybe we should abandon it ... because of 18 years old rumors?
Nothing changed in 18 years for Hokkaido, because nothing changed in the system. All the old bases are still there, all the old patrols. How can you justify securing that system in the midst of a war with a major naval power? Mobile miners? That's laughable.
Then again, I suppose that's like Rheinland rebuilding it's entire navy in 18 years. Just happens that one is developer endorsed and the other isn't. I'm not sure where you got the contention that the KNF is the largest Navy after Liberty and Gallia though, I thought that was Rheinland. Both you and Bretonia have gone through many years of attrition, whereas the war between Liberty and Rheinland is much younger.
That said, if the rumours never changed, neither did the RP. Im not sure why you think it's okay to go against vanilla rumours.
From what I can see, there's a massive amount of ignorance in the KNF now. What's more, it seems to have absorbed all the people who wouldn't usually be considered as such. Shame that, but good job I got out before I became part of it. I'll just tick along with my hatchet.
Im going to quote your figure of 70% of the KNF being in the Tau's when/if 4.86 comes out. Which basically means, you're going to lose 70% of your navy. Have fun rebuilding everything in six months, which is probably what (you will say) will happen.

I knew that someone will say that, and prepeared answer for this long time ago.
KNF will loose large part of it's forces in KNF-GRN conflict.... mainly it will focus on BS's(as stated in Igiss write-up) other is up for discussion. That's why I decided that major for me = 40-50%... so okay we will loose 45% of that forces that are currently in taus = 35% of our current fleet.
Still those 65% will remain in Core space.. wich is twice as current 30%.
KNF refuses to pull out of the Taus when given an ultimatum by the GRN.
KNF loses everything.
That's it really. Can't wiggle your way out of that one unless you have some chats with the developers.
Edit: actually, let me put some context into your statements.
18 years ago, with 100% of the KNF in the core, they still couldn't secure Hokkaido.
Now with 30%, they can?
You say 65% remaining in the core in 4.86 as if that would make Kusari even more impenetrable than it already is, when that's possibly the furthest thing from the truth.
It really seems that the people at the top have started believing in their own myth.
