3 for fighters, 12 for bombers, that would be good
People who know how to use them would disagree. Mines are also used against big ships where guns just don't do it.
With numbers you proposed we might as well just remove mine launchers.
When some one spam spam spam spam mines, you can use yor CD from safe distance and blow them all up. You just need skill enough.
Removing shich things like mines, missiles, torps, will make snubfights to boring and to long. In this part its balanced.
P.S. If you can't win fight on fighter, not means, that some of weapons, or speed or something more should be replaced/changed/removed. Its means that you need more practise and luck, or buy gunship with missiles.;)

If you have a group of people who regularly face a fairly average ship, but cry about it being overpowered, or their own gear being underpowered, then you end up with average gear randomly getting nerfed, or already good equipment getting buffed in order to appease the complainers.
That coupled with an unyeilding addiction to numbers and theory rather than what actually happens in game and a stubborn refusal to change anything when actually proven wrong, are what causes disco balance to be a little off.
