Civilian and military, yes. Probably guard shipyards also. It will not be available at shipyards that produce an export commodity that is sold to other shipyards. That excludes Oder, Alster, and Yukawa. I'll use alternate supply locations in Kusari and Rheinland instead: Narita, Mainz, Freiburg.

I've updated Basic Alloy -> Reinforced Alloy with an alphabetized, and more complete list of available locations (consider this a beta list). I've gone through the current purchase locations for Basic Alloy, and I think those shown for Reinforced Alloy provide coverage within 1 or 2 system jumps of all of the existing locations for Basic Alloy. There are about 20 fewer purchase locations overall (from 60+ to 40+), but many of the existing locations are redundant - two bases right next to each other. I've also added several unlawful purchase points that didn't exist before.

And they are made only on player bases and not sold on bases.
This also effectively makes all jumps one way only, unless you bring transports with extra fuel for the return jump along with you on the first jump. What I'm planning is to put the new jump fuel for sale on all shipyards, so that at least a jumper has the chance to go somewhere relatively nearby to refuel for a return jump.
Unless you reduce the amount of jump fuel you need for jumps. in exchange it is harder, more expensive to acquire.
I do not like the idea of player bases only selling fuel for jump/cloak drives. It gives certain players/groups to much power over the other players in game.
I read that as "it prevents unaffiliated indies from having access to the best toys in the game without any of the work and responsibility that comes with it", Ryo. Personally, I don't see that as a bad thing. Freelancer Johnny.Doe shouldn'd be running around with cloaks in my opinion.
