Well then that may change things in the wrong run, who knows. I gathered that OP's argument was essentially that Caps are ruining Disco. They're not, they're just the more interesting alternative while fighter based PvP is really mundane.
What I gather from the OP's argument is that while he blames caps, he brings up arguments pointing out that it's the players misusing them who are problematic, the ones not being able or wishing to use caps properly, and the OP actually offers a solution to that, a solution generally not affecting caps, rather their availability.
Honestly, much ado about nothing. Cap (mis)usage is the least of this community's problems.
BSes are good for organized events, rp platforms and mission grinding. And that's about it. A couple of half-awake bomber pilots with nova torps and a minimum of dodging skills will take down a BS with ease.
Cruisers are great support vessels, with an emphasis on support. Alone they are meat for the grinder.
If the OP and those sharing his viewpoint really want to restrict cap usage, particularily BS usage, then I guess they're prepared for a much smaller playerbase.
As someone who's been here awhile, I think (fixable) problems are the following:
1) Sirius is too large in relation to the playerbase.
2) PoBs are too labor-intensive as well as being next to indestructible.
Remember when Discovery was about being a community, even before being a roleplay server? Meant to include and merge every of its members into one group, rather than splintering its cells with elitism?

Nah, I'm not that old, I joined Discovery when it was about being a community forming around a roleplay server. Meant to include and merge every of its members into one group around roleplay, enjoying the story of a galaxy we can all shape. And I joined Discovery for the community AND the roleplay. What I don't get is why one has to exclude the other.
EDIT: Why should the term "elitism" exist? Why does something being standard for one having to be "elitism" for the other?

People can be jerks in a snub just as easily in a cap. It's a people problem, not a ship problem.
Riiiiiiiight, the same argument again. Guns kill people? No, people kill people... Thing is, you definitely got better chances at murder with a pistol in your hand than with just your bare fists.
Sure, if there are no bad people, there is nobody to exploit problematic toys. But then if those toys are fixed, then again, there is nobody able to exploit them. You can't say only ships or people are at fault here, both are part of the issue. And good luck balancing people.
Also, guess what, usage restriction doesn't affect ships in any way. It filters the ones who want to use them. It filters the "people generating lolwuttery".
