No, sorry, it's just not doable. Not enough people, not enough skill. I'm also sad to see things done wrong but we simply have to admit it willl be over and enjoy it while we still can.
Why split a community when it is in a difficult situation anyway?
It's a fascinating self-destructive trend that seems to repeat itself whenever a game struggles and some strain reaches the community.
Because in my eyes this is the only constructive way to do things.
I actually doubt that the said packages would split the community, it would rather unite it because most of the disappointed people leave because they see that they have no means or chance to change the situation.
Also the community is already spirited if you look at the numbers only-the main server population is so low that it is comparable with the total of the non official discovery server- this was never the case in the past: http://flserver.de/topservers.php?timeframe=day
Also the total year average of all freelancer servers and mods- 160 players is less then the discovery average 1-2 years ago: http://flserver.de/topservers.php?timeframe=year
This means that the people that left are more then the people that still play.

Sorry to be blunt but: all the things you wrote... nobody can put into practise. So discussing a split is nothing but harmful, as it is impossible to do anyways.
Why not stop the daydreaming of a better world and either contribute to the bugfixing (if you have any of the needed skills), or at least... shu... ehm... keep quiet and endure the time it takes until things smoothen again silently?

what does someone do when they see their friend walking towards a cliff? shout, beg, plead for them to stop.
when someone tries to point out that x has invoked the law of unintended consequences, the discovery community rounds on that person with a big bucket of tar and some feathers.
how 'bout instead of saying 'it can't be done', the ideas are allowed to be discussed - its not as if there is anything else constructive we can do with a troll back in the pipeline.

add-ons are a fantastic idea.
pob manufactured shield buffs, powerplant buffs, weapon damage buffs, weapon range buffs, speed buffs, cargo hold buffs, thruster buffs, equipment mount buffs - the list goes on, and they are all possible, as these are the stats that the hackers tweak to get their thrills.
not sure if this list is possible:
faction related price shifts (i.e. if green with corsairs, arties are REALLY cheap, and food sells at a better price).
short-lived admin level sheilds, one minute duration with a five minute cool down - useful for bombers jousting caps
longer lived not-quite admin shields for traders, 5 minute duration with 15 minute cooldown, to help run away from pirates
aim-bot: one minute duration 1 hour cooldown. you are the god of pew, but have no sheild or gun regen until aimbot shuts down
