"Halt" is bad. "Cut your engines, or I'll open fire!" is not, then. What about "Halt, or I'll shoot!" or "Stop in the name of the law!"? Or even just "Cut your engines now"?
One word demand=silent engagement= 30 instant words set message.
The receiving party in all 3 cases does not have sufficient time to react.

Of course 'In the name of the Kruger Radiers cut your engines and reduce your speed to zero, or I'll rip them off your hull and sell what's left of you as scrap' is a little bit better again.
"Stop or die", in any wording, is a threat, not a demand. A demand is when you are DEMANDING something: cash, cargo, any other tribute of any kind. A threat is not a demand.
You said stop - they run
You go full guns blazing
Easy as that.
P.S. However take in mind that people need time to react on your message so they might stop a second later. If person did not stopped the next nanosecond you said that it's not good to start blowing them away even if the transport stopped or admins will get you into serious trouble.

Then by the same token 'Drop your cargo or die' is a threat as well, and thus not a demand. But it is considered a demand, so by that token 'stop or die' is a demand as well.
It all depends on how you look at it. I dare say the most correct thing to say here is a pirate must issue a statement to the receiving player which has a clear action to be performed and give sufficient time to the player receiving said statement to carry out the objective of said statement, or face the consequence of failing to achievement said objective in sufficient time, if said consequence was stated.

English is fun.
the flip side of the debate is when silent powertraders use any time the pirates gives them, to remain silent and thrust away.

You should know by now .
"Halt" followed by shooting him , that is bad . "Cut your engines bla bla" , then another "bla bla" followed by escaping ship exploding , that is perfectly fine .
