Make a fancy wording of "Halt" so at least some thought is given into the interaction. Give ample time to allow an answer (as per rules). If he runs, shoot him to death without making further demand.

That's why as soon as I see the particle effect of the thruster or notice they haven't slowed I start shooting and give them 1 final chance to stop just before I pop em. It might have changed, but you only get in trouble if you kill the trader, you can get em down to 1% hull even after they paid you if you want to, but if they pop, that encounter just became alot more expensive for you.

Quite right, but demanding someone to stop in any form is still demand.
Demand does not need necessary should be money or cargo. It could be everything really. You can also demand someone to move along and shoot him if he does not do so as well like demanding someone to stop and shoot him if he does not stops.

This is what I do:
I see a trader, whilst pirating.
I say: "Halt, cut your engines" (Firing a CD shortly after if they continue to ignore my demand).
If they keep trying to engage there engines, I say again "I said cut your engines, last warning" (firing a CD still).
If they still ignore me, I'd give an engagement notice and blast them to hell and back.
What is so hard about the general rp rule: "Offer something substantial in your initail move"? Like: A nicely written line with > 5 words after you CDed him. A full sentence, with correct typing and a full stop in the end.
If the trader then doesn't reply with rp (which would lead to conversation and a demand), you are free to blast him and the eerie silence in combination with a timestamp will also keep your ass covered in case the trader wants to sanction you for blowing him up without a demand (always assuming you give enough time for a reply).

No need for that engagement notice btw. A largely unknown thing as-well it seems. Feel free to shoot away without ever telling him you are going to so long as you have asked him to halt(fancy style) and he runs.
Perhaps we should make a "Rules that aren't really rules" thread for dispatching common misconceptions regarding RULES. Dern things.
Cut your engines or I'll open fire suits to terrorist id, and not pirate. Pirate wouldn't ever say that because cargo is his bread and water. Any case even though its a demand I still think its a violation, there's no way of saying how much words are sufficient but I can tell you for sure, its more than that.
