its a matter of delicacy. find your target, give them the chance to view the bounty (whilst staying still), and then say 'you can be taken dead or alive'
mostly the target then gets panicky and starts shooting at you. wait for your shield to go down to half, screen, and then kill.
Well, i think you could play it from this side: the IFF is what you see and what you if you would check a crowd by skimming their passports as security guy could gain. An obvious hit is a guy on the wanted list with his real papers. If you have a bad gut feeling you dig deeper and check fingerprints or facial recognition or whatever, taking you some more time and forcing you to get closer to folks, but would yield you a result, the true Identity of said person.
This would be translatable to freelancer and space flight as the common rp is that your average dude you meet there is no blank sheet, not a first time offender or whatever - these people show up in some crime database or vice versa in a company roster or state roster....that is my take to keep things in RP without some dude cheap tricking you out of a "proper" bounty interaction...
If they want to ignore that they are Pirates wearing Pirate ID in RP you can ignore their ignorance as well and shoot them. My quite simple approach is that if one uses any ID that allows him to do action X then you might consider that he had already done action X once and he would do it in the future because he can and based on that you can RP your character.
There is nothing wrong at killing the said guy from the photos.
After the line:
"Am I look like?"
You could type something like that:
"Yes absolutely according to my scanner equipment, now it is time to claim your head"
and just open up on him without specifying or going deeply with the ID dilemma.
Also it is good idea to blur/remove his name because you are breaking the forum rules for trial by forum etc stuff.

I was the other guy, who has freelancer IFF and a pirate ID. At first I started to play a sarcastic dumbass, and I was well surprised about the reaction, since other hunters before ignored the IFF and opened fire on my pirate chars. Its part of the roleplay of my characters and I never posted a sanction report about their actions, since that is their part of this rolepaly.
I think rules are clear enough to cover this situation, but this wasnt the same. At the moment, this character has no bounty on him, just blanket bounty by local forces, what could be the reason for the attack against me.
The problem is the IFF, but I think, that could be ignored and as others said before, with some roleplay anybody could provocate an attack by me or open fire. Govedo and others pointed on it. Just say something about my papers, or write some lines, like: "Searching liberty database...Match found...Wanted criminal identified" and problem solved.

I highlighted the part in color that is the rationale that I've always used. In the real world, we don't have ID's that say Pirate or Junker ... or do we? If you're old enough to drive, then you're required to have a drivers license. Cop (or in this case, a bounty hunter - which means someone who works WITH the cops in all the houses) pulls you over and asks for your license. Hey, look, there's a hit on your name in the database that you're a wanted criminal.
That's how you effectively hunt ANY pirate in RP.
The RP could have gone something like this:
Moshu: Hey, Moxley - according to the database scan I just ran on you, you're listed as a wanted criminal in Liberty.
Moxley: What? No, that's can't be right - I have my identity papers right here!
Moshu: Sorry, bud, but my database is hooked in with the LPI's, and they show that there is an active bounty posted upon you. Doesn't say why there's a bounty, just that there is.
Moxley: Hey, I'm not breaking the law right now.
Moshu: Doesn't matter!

It has always been that the ID object exists in-RP, but the player rules that are listed in the ID are OORP.
The ID is shorthand for ~I recognize your uniform, scans found your papers, etc. Its a necessary thing so that mutual RP can be established. You cannot have mutual RP if a player actions are governed by his ID but everybody else has to treat him according to IFF.
If you dont want people scanning your ID, stay out of scanner range
