Hold on, hold on. If this is to be removed, cloaks would become more OP. For me, cloaking IS a game exploit in each way.
Uh no, cloaks are a part of space sci-fi lore and have been for decades, and aren't just some cheat idea gamers came up with. Its not cheating at life if someone develops technology that gives an advantage like that. Which is why instead I support adding some kind of counter measure for balance instead of the chat change for the very same reason. If anything, the necessity for RP before attacking someone is OP by that standard, since its not very realistic is it? Who would announce themselves before attacking if they didn't have to? As long as folks follow their ID's, cloaks should be able to be used to their fullest ability.

To elaborate on that in case it wasn't clear enough: by "already cloaked" I meant a ship cloaking anywhere out of scanner range, and then flying up to you. In such situation you don't have the ship locked, your CDs won't track, you can't do crap with them against the cloaked ship.
And if you fly anything smaller than GB, you will catch that fatty with his cloak that needs 30/60s to charge up. Even if he cruises as snub cruise faster than fatties.
As for cloaking out of scan range, well you never knew he was there, and only "fatties" will cloak out of scan range as they have spare fuel, snubs for example? Not a chance, every drop of that fuel is very precious to snub cloaker.

if you're giving up on RP and balancing the game for PvP still, there's this little thing in all games called counter play.
What about people who invested a lot of money in device that is useless unless you are 10k away or fly something with enormous cargo? CM nowadays is quite precious to be sacrificed for something that isn't so useful, don't you say?
And for those who say "Cloaks shouldn't be used as free escape mechanism", what is CM mostly used for? Except for countering missile spamming GBs and Cruisers.
EDIT: The last part was meant for light cloak users.

A "fatty", a transport with fuel enough for like 15-20 minutes begins to charge it's cloak somewhere 30k away from you. You don't know about it, but it knows about you. 60 seconds passes, and it cloaks, then flies up to you to troll you in local.
Whatever you fly, you won't ever catch him before or during charging up cloaking, no matter how fast you cruise, no matter how long it takes for them to charge up the cloak, no matter how well equipped you are with CDs. You won't be able to do anything at all against him teasing you in local chat if he is able to do so. That's why it was disabled.

Question, how you know that somebody is like 30k away from you is actualy your "target"?(unless you have seen him before and you know his name/ship/etc.) And I was talking about action at around 10k distance or lesser, above 10k distance you won't likely know who is there unless he flies something really huge.
And in no way I am against blocking usage of local chat durring cloak, but system chat blockade is kinda too much.

Doable without cloak via system chat. Can you come up with a better and stronger argument?
EDIT: Best example of this annoying RP is lenghty system-wide propoganda done by sticking away from public spots ( lawful stations, lanes and jump gates )
Fix the Cloak charge time on snubs from 10 secs to 30 and I am ok with all the cloaks. Give a chance to players to prevent cloaking and 10 secs is not enough.

You don't, that 30k was just a random number I picked from those I definitely know is out of your scanner range. And you don't know he is your target until he makes him to be your target by trolling you cloaked, but by that point you won't be able to do crap against it.
The situation I was trying to describe is when your local chat gets suddently flooded from a source you don't see, and all you know is a name from whom the chat is coming. It is pointless to pick on the small details.

I could imagine system chat getting disabled while you are docked too, and in case you are in space... I had the idea of some visual effect appearing around anybody writing in system chat, but that's a fairly rough idea, and I got no clue how possible it is to develop.
