No, because they fulfill the same local market role as Mining Machinery, Consumer Goods, or Industrial Materials. Those which do not fit into that category (Rum, Vodka, Whiskey) are priced as exports.
There is also a difference between local commodities and something like Xoria mentioned "Export". Liberty Ale has only one out of house buypoint for example, not counting Cortez, and that is New London.

Are you speaking for the Order now too? I had a long development discussion with the faction's representative, who is also a dev, and they got what they asked for, pending further development on their part in the future.
Hey I'm just saying, it's likely to become a contraband item given its nature and in that case some pricing adjustments might need to be made. Would be neat to have it as a high value contraband, smuggling it through the houses and baiting lawfuls to shoot my transport.
As part of the Gallic Revival Initiative, Most of the members of the chat have agreed that the issue of trade with and within Gallia needs to be looked into and fixed. Specifically, the following suggestions have been made
The Gallia Stimulus Package
Nox to be sold at Marseille in order to comply with the System's lore and make smuggling it easier. Might also want to look into the sell prices being buffed
Rheinland P. Scrap fields re-added and so that ALG may resume shipping to Gallia. Also might be worth buffing so as to further incentivize this.
Cryocubes to be looked into and if not given a specific use, should at least be priced competitively so that it is traded more frequently. (would also give the GRP another reason to log, so as to catch anyone exporting without a license)
Slaves, Organs, Oil, and Promethene should also be looked into

Definitely. To add to that,
An all-around profit buff would be good, especially for Gallic unlawfuls. Your typical Sirian trade route averages (oxygen and other boring commodities notwithstanding) 250-300 credits per second per unit of cargo space (based on FLCompanion's baseline metrics). While there are a handful of such routes in Gallia for unlawful factions, many of them have destinations inaccessible due to reputation conflicts (particularly Leeds). Most Gallic unlawful trade routes fall substantially below $250/sec/unit.
For the Brigands in particular, who are supposed to control a majority of the Gallic black market and have their filthy hands on all sorts of goods don't even have a base that sells Nox (which is only sold on a Unione Corse base). For a highly illicit and sought-after substance, a profit of $244/sec/unit for the best route available is abysmal, and is made worse by the fact that its destination is a lawful base inaccessible to the Brigands (Planet New Berlin).
For comparison, Cardamine from Planet Malta to Planet Manhattan makes a profit of a whopping $433/sec/unit, far and away above average, but even shipping from Malta to another unlawful base like Ainu Depot still manages to make an above-average $314/sec/unit.
There are a handful of reasonable routes for unlawfuls in Gallia currently, but nearly all of them involve delivering Slaves to Ecommoy Wing in Picardy. They fall within or close to the $250-300/sec/unit range, but there is little to make playing a Gallic unlawful faction a self-sustaining effort.
EDIT: As Radion suggests, increasing the viability of trade and smuggling in Gallia would increase activity. Seeding a region with traders brings pirates, and pirates are sure to bring police or mercenary escort. Gallia has recently begun to show some sparks of activity, but without kindling will never ignite.
