Give me some examples of what you mean by enforcing RP consequences.

[RM] buttcloacks BAF. BAF FR5 S [RM], war starts bethween Rheinland and Bretonia, Gallia allies with Rheinland, Liberty attacks uses the confusion and defeat of insurgency to annex Kusari.
Server wide war starts, everyone dies, server is shut down forever.
P.S. Looking for conn transfer, neet to move a cloak.
I think this refers to letting both Govs or the lawful factions pick up the other side starting stuff "on their turf" for some RPs. That's not a RP consequence as the rules restrict, only if you followed up by FRs or house law change, it would be.
RM invades Omega 3, BAF shoots them, Bretgov sends an angry letter to Rheingov. Rheingov doesn't respond. BAF sends ships to Omega 7 next day, RM shoots them and invades Omega 3. How far can Bretonia go diplomatically? I suppose a declaration of war is out of question, but can Bretonia consult with Liberty about this? Can Bretonia impose sanctions?
Another scenario: RM catches IMG pirating Kruger in Omega 7. IMG manages to escape to Omega 3, where they pirate BMM in front of BAF's eyes. Can Rheinland and Bretonia declare IMG as unwelcome or even nationalise their assets? I think this would be harmful for gameplay because it would effectively remove the IMG from their two main Houses, but I am sure some players would disagree with me and I don't see any line about RP consequences.

Yes, precedents define "RP consequences" as changes in
- Laws
- Rephacks
- Enemies in ID
I'd rather see a system and let things unfold freely. As far as I'm concerned it could easily work like this:
RM spends some time gathering the scidata to buy a siege event. All sides could be doing that.
Then, when the time comes, it all comes down to diplomacy and ID ROE's.Make the Omegas like the Taus, set it so RM can "engage any ship in the Omegas" which would include bases. Same with the BAF, Coalition, Corsairs, Mollys, Hessians, etc.
Then when RM wants to try pulling a fast one they can buy a chance to capture civilian bases by siege. To me, Corsairs, Mollys, RH, Coalition should be able to try the same to capture Spraque, or any of those civilian stations. Who cares if the planet gets taken for a while, the BAF would be able to retry to take it back when they earn their own event. If the Coalition took Sprague, maybe RM would start capturing bases in response, like Douglas station or Leicester...or take it back themselves, if BAF fails. Eventually it will settle in to one of those parties, but there will always be a way to try again, if you keep an active faction. Imagine how the RP consequences would unfold? And battles would just always be ongoing, naturally forming.
Could the BAF hold Sprague? Maybe lose it for a while and retake it after weeks of secret preparation? Accept Rheinland coming out on top? Seek help if they wind up in trouble? The same should have been done for Leeds. It should have been allowed over Aland. We could be having a real back and forth battle here and it would mean it never gets boring or stagnant. Each event might require a patch yes, but for those of you who are in the position to make it so, you'd be doing this place the biggest favor ever.

It would be cool if players could generate RP stories with consequences in a way like this. It's difficult to organize however and things don't coalesce very easily unless there is some sort of structure behind it. That is why we have StoryDevs. They give us structure from which to work. We do have an events team that coordinates and discusses every single event that I've announced thus far. This team is made up of various members in the Community, a few are Staff but most are just regular players offering input and feedback. Right now, I'm just trying to get my feet wet with progressively more nuanced events. The more these go on, the more we can discuss RP consequences of these events and opportunities for factions to use these events as opportunities to move their stories forward.

The reason I always fall back on systemizing things is because I believe that even if it took months to set up, it would be worth it in the end, because it is designed to try to solve as many problems in one system as possible. Yes the point is to get a lot more out of story dept's control, and it would seem logical to task the events team with facilitating the events that OF's could be earning.
Then, story can go to work pumping out info we could badly use for our RP, like planet backstory, and details. Fill in some details we rarely get like detailed planet geography, planet history, stories around specifics like cities, population, local well known figures, myths, urban legends, etc. I could have used details like that for Leeds, Gaia...and could have made a bunch to fill those gaps easily. Heck, during the last year of that war, I made a huge desert map in an RT strategy "Rise of Nations" and made a huge urban layout with lots of cities (based on Leeds), divided it between 2 huge AI players (Bretonia & Gallia) using modern units, and let the computer fight a land war on its own. Then could set myself as ally to Bretonia, make my only unit a single special forces unit named Jonas Hudson, and run around the map observing the battles! Point is, I would use stuff like that to generate story and details, the same way we do with freelancer.
