That information is all just sitting there on the GC bases. Much of the far ranging smuggling activities, the more ''proactive' outlook is more of a player invention than one founded in the lore of things (Yanagi aside and potential future developments aside. Or so was my understanding while gathering all of the Junker rumors for their part of the wiki).
That being said, yes, the Hogosha would have their merry way with you six ways from sunday, ex military with two bodyguards or no.
Be comparable to a Hogosha being safe as a clam on a Junker base because he's ex KNF with two merc bodyguards.
My route came in to planet honshu from sigma 19 - one trade lane, a quick planet land to swap cargo, and I was out. There are no hogosha patrols around aomori or planet honshu, and considering I didnt go around announcing my presence (and that both sides of the honshu/19 jump gate are GMG controlled - who are enemies with the hogosha) I highly doubt they'd have much forewarning about me being there. Certainly not enough to organize an army to come after my ship.
I know I'm not the only junker who has made RP cardi runs from malta into hokkaido either, it happens all the time.
As far as I'm concerned, as long as it's a quick in-and-out job and there's no hogosha NPC's or players around, there's nothing wrong with a junker popping into kusari for some illicit trade.

Well that's a horse of a different color! That's largely Kishiro turf, to boot. I was more thinking along the lines of some folk demanding that they can land on New Tokyo and enjoy an afternoon at the public bath.

Yea... I have seen some junkers in new tokyo and to be honest they should never set foot in the system.
The only systems I regularly visited were honshu, hokkaido, and tohoku... with the occasional sprint through shikoku from jump hole to jump hole. Never new tokyo, and I only went into kyushu a few times before having issues with the farmer's alliance (AFA) and adjusting my route to avoid them.
Typically it was:
-Deuterium from omega 49 through the tau's, through omicron alpha and beta, through sigma 19, and into honshu.
-Engine comps from honshu back to omicron alpha via sigma19/omicron beta
-Cardamine from alpha down through the taus and bretonia into liberty
-Counterfeit software from liberty back down to arranmore in dublin
-Gold from arranmore to omega 49
Very profitable route though a bit long. Half smuggling half legal goods, fit a junker quite well.
However, I cant run that anymore due to "restricting myself" to rheinland space for the most part, with my faction proposal. Well, that, and the fact that my firefly transport doesnt exist anymore, my only ship at the moment is a corsair gunboat.

I hear that New Tokyo has a weather control net that's set to automatically start a thunderstorm immediately prior to every time you land. I think they're trying to tell you something.
