Government:
Imperialism. Emperor is at the hight of power, Senate in charge of making laws. Senators elected by male denizes, emperor chosen by Senators for life. Election every 3 years.
Military:
The military consists of mostly male warriors with hand-to-hand weapons, as projectiles do not travel well under water. Several sea creatures are also part of the armed forces: seahorses make steeds, piranhas make scouts, whales transport troops and supplies, sharks make low-level guards. No magicians, as there is nothing in the depths that can imbue or teach the Davronians magic.
Society:
Family's of 3-4. Rite of passage for males at age 10. Femles expected to choose a mate (that's right, females choose the male) around age 12, and then slowly transition out of their families and into the male's household. Mother incharge of household and well being of children. Male expected to take care of family and protect the nation if necessary. Food consists of mostly water plants and small fish. Interaction encouraged. Senators sponsor forums in their districts where citizens can chill and discuss how politics is going.
FR: Trade is done via periodic visits to trading vessels on water surface. Davronians keep mostly under water as they cannot survive very long on land. Expansionist under water. Clashes with just about every other sentient water race.
Crime: A big problem since they don't get along very well with other water races. Periodic raids by subverters cannot be stopped by the armed forces, which are usually too bulky or slow to respond. Crimes are lightly punished (reeducation, not killing), but crime against females usually ends in public execution.
Physiology: Humanoid, bi-pedal, blue, scaly skin, two eyes on humanoid-like face, mouth, gills on neck. Feet and hands are webbed. Males have 4 large fins on back (bigger & refined fins = looked up onby females), females have eight small ones. Scales can shift to cover/uncover parts of body (you know which). Eyes are very powerful since they have to see through utter darkenss deep in the ocean
Backstory:
The Davronians were an amphibious race that fled to the Bay of Mardar from fear of wild creatures hunting them to extinction. Initially peaceable, the race gradually evolved so it could not last out of water, but could survive at deeper depths. They were soon plagued by conflict from more violent races and from their own dissenters. Barely surviving the difficult times, a Senator sought to change the society and lead the race to a better future. Senator Jix began by rallying support from the public, setting up military barracks, and befriending less sentient races. After successful victories against their enemies, the denizens fel ino the idea of a Great Davronian Empire, and rallied behind Jix's banner. On idealistic movement started another, and so the Davronian Empire was born, seeking to expand itself under the ocean, to make a better and safer fuure for its kind.
| Will only be mentioning two ideas for nations and their 10 cities also some extensive background story of their history, as they will have a close connection to one another I will only mention other Nations as [color=#CC0000][nation], so you can adapt the story to fit with the other nations.

Kingdom of Merinia & The Lektan Empire
Kingdom of Merinia

The people of Merinia started as mountain people, living off the plants and wildlife in the hills around their villages, they soon started excavating minerals from the mountains which in turn allowed them to advance quickly to their current state, they have contacts and trading contracts with other nations around the World.
They have always been a fairly peaceful culture until about a thousand years ago, when a civil war broke out and split the Kingdom in half, the ones that where banished from the lands where driven across the rivers and to the other mountain side. Where they built their own civilisation over the years.
The Merinians and the Lektan Empire have ever since the splitup been at war, the Merinians continue to wage it cause of fear of the Lektanians growing to strong and wiping their cities and kingdom out. The Lektanians wage war cause off anger and the need of vengeance.
Society & Culture
The Merinian people are divided into a Caste sysetm, The Royal Caste, The Millitary Caste, The Resource Caste and the Religious Caste. The Royal Caste has the deciding vote in all questions regarding the Kingdom of Merinia, as the other castes vote on a subject.
People are born into the castes, all except the Millitary caste, as all people are welcome into the Millitary Caste.
Their is little if no crime or poverty, except say Lektanic Terrorists.
The Kingdom is also devided in different zones, The Resource Caste have the outskirts of Merinia, by the sea on the other side of the mountain of their capital Mineria [maj-ne-ria]. They have farming villages and 2 cities by the root of the mountain.
The millitary have in every city a garrison and a officer in charge of security, the villages around Merinia have smaller guard groups stationed to counter any attacks made by the Lektanians.
In each city and village there is a Shrine that each Merinian have to visit once a week for prayers and offering (will come in Religion section) to please their god Eidriz.
Architecture
The building of the Merinians are dark golden and are always made off the rocks dug up in the mountains.
Spires and tall towers are typcial in the cities and the Royal palace is a beutiful building, with it's large circular spires, piercing the skies over a hundred feet over the city of Mineria.
In the smaller villages there are still stone buildings but they are made with wood and other materials as it's counter-productive using materials if they are nescesary.
The Merinians
The Merinians are a blue skinned humanoid species which has great similarities with Humans except that theyre thinner built and they all share a similar deviance to humans, their ears are slightly pointed.
The most common hair colors are darker colors of the color spectrum, Dark red, Dark Violett. But blonde and bright brown are not common.
The eye color of the Merinians are often Violette and purple, some of the Merinians do have bright green and bright yellow, but they are unique.
They are fair and relatively young looking, a typcial Merinian lives for atleast 200 years, but as time went on their lifespan has dvindled to 160 years. The Royal Family has been known to have a lifespan off more then 200 years, this is however only rumours.
Politics
The current king off Merinia is Laedec the third, and the heir is Princess Houin.
The Royal caste is the royal family, everyone that has blood ties to the King and his closest kin, is considered a part of the Royal Caste and they all live in Mineria.
The Military Caste has one commander, and is in charge off the entire army and fleet, the current commander is Jaedo K'lan and is an old soldier in the Merinian millitary.
In each City they have an Guard Captain which are under the commanders orders.
The Resource caste have alot of push in all votes as it's them that handles all the kingdom resources such as agriculture, mineral mining and wood harvesting. Each year a representative si choosen by the members.
The Religious Caste, handles all affairs concerning their god Eidriz, shrines and Temples are built only cause the Religious Caste wants it built. They have a High Priest, the current one is one only known as The Servant and he has lead the caste for over a hundred years. They usualy dont mingle with any outside their own families and caste.
The Voting system, any issues the King can not take care off on his own will be taken to the "Castea Voteria" . Where each Caste votes on the subject at hand. Each caste explains their reasons for their vote and the king decides after that. if all castes go against the Vote of the King a revote may be done. But that has not happened since the Kingdoms creation.
Religion
The Merinians worship one god called Eidriz, according to scriptures Eidriz where once one off the major gods but he was banished for intefering with the mortals and helping them with better growth in their crops and other things that where important to what he saw as his people.
Eidriz is a good god, as he has shown his image to many priests and given them ideas to present to their king, but he has also shown the future and past to the Religious Castes leader, The Servant, which is why he aswell is seen as a god sent Servant off Eidriz.
Eidriz is said to have been banished by the dark god Serpentis, which where his own brother, Serpentis is also known to the Merinians as the Evil god off the Lektan Empire.
offerings are to be presented, stone from the mines, grain from the fields, fruits from the trees, but nothing more then the people can bare to loose, thats what the God wants.
Cities of Merinia
Mineria
The capital off the Kingdom, it is placed ontop of the mountain of Leiros, it is said that it is placed excatly where the first city where built many hundreds of years ago.
It has a large number of spires and towers towering over the city and the city walls, which keeps the city safe from the evil Lektans. 60 % of the population lives in Mineria.
Baos
Is the foremost fishing community and is located in the center between all other cities and has close ties to several smaller villages around it.
It's smaller then most cities but it has so many villages around it, both farming and mining communities so it becomes larger.
Uora
Is a fishing city but also has a rather large trading fleet wich travells across the seas to both [nation] and [nation]. It's architecture differs aswell, since it's so close to the sea it has large walls by the docks to protect the city from massive waves.
Karoin
Karoin is a Mining city, which together with the other closeby mining city of Golantai provides most ores to the kingdom and also has some farming villages in close proximity to it.
Golantai
Is a prospering mining city, but is mostly machinery to extract and process the ore and minerals for use in building or weapons for the millitary. Therefor it also has a large Guard unit within it.
Kolantah
Kolantah is a trading port for other Nations to visit, it also houses the Kingdoms millitary fleet. It's a thriving community and is contstantly moving, it's never quiet, with taverns and shops everywhere. It's called "The Alive City" by it's inhabitants.
Moarah & Notran
is actualyl two cities but they are so close to one another they work as one. They are a Mining and Agricultural community and has a large portion of the Citizens working as workers in the mines or in the farms.
Jaolta
Is also a fishing and trading city, but also houses a large group of Religious Caste members, cause of the Temple situated here.
Thraelc
Is the largest trading city in the kingdom and trades with several nations around the world.
The Lektan Empire
Short History
As the Lektan's where banished from the mountains off Merinia they where driven across the rivers to the mountains there, when they arrived they began fighting amongst themselfs, blaiming each other for what had happened to them and that they where going to do die. Then it is said that the god Serpentis showed himself to the people, telling them on how they could survive and how to use what was known as Magic to be stronger then their kinsmen across the rivers. It was also then Serpentis choose one of them to lead the others as their Emperor. Slowly but securly the Lektans built a City they Named Serpentia in glory of their god, the capital of The lektan Empire.
The first Emperor was Khaln Harh Maon, and he was a terrifying man, who was said to have godlike magical powers.
Society and Culture
There is only 3 parts of the society of Lektan, it's the Emperor, the millitary and the rest. The Emperor is above all, the Millitary is above the others. It's a fearful nation, it's millitary is large and ever growing. They teach in the schools the Military Doctrine and that the war effort is the most important thing.
The Lektans are warlike and agressive and doesnt trade much with other nations unless absolutely nescesary, so they keep themselfs.
The general population are as agressive as the rest, they are all part off the Peoples Militia and if the Merinians attack all of the people would strike out and kill the attackers.
The Emperor who is called: "Cahl Zoral". Which in the tounge of Serpentis means "Death's Hand", rules the land with an iron fist, his wizard priests which are called: "Serpents", makes regular patrols trough out the cities to make sure no one doubts the teachings of Serpentis.
Architecture
The building off Lektan are made of the dark rocks found in the mountains of Theria, close to the Capital of Lektan.
Spiked roofs, and towers are a normal sight in the Lektan Empire.
The Lektanians
Ever since the first encounter with the Dark God Serpentis, the lektans started to change. Instead of their original fair bluish tone they now have a much darker purple tone of skin. Their hair are all in darker colors aswell and for any who arent a Lektan it's hard if not impossible to see the difference bewteen Lektans.
Eyes are all bright white or bright purple.
Their body size had also changed, they became bulkier and less frail, muscular and broad shouldered is a common sight amongst the Lektans.
Politics and military doctrine
All decisions are made by the emperor and his most trusted advisors, not to mention the Overhead of the Military, his name is Lahz Mah, he is said to have lived over 200 years and fought since the age off 12.
The general population serves their lord without a second thought. Mostly cause off the constant fear off being fed to the Hjal, which are the militaries favorite animal, not only cause of their ability to carry a soldier to war, also to be released into a fight to slaughter their enemies.
The animals are large bear like creatures but with a huge maw instead of a normal mouth. They where taken in by the Lektans when they first arrived at their new home.
The lektans are first introduced into the military life at the age of 12, that's when they start teaching the Military Doctrine, on how the Merinians banished their people and stole the lektan's rightful place off birth.
And how everyone must figth to take it back, no matter what.
Religion
It's all based around Serpentis and how he the true god of death, shall one day take all lives on the world except the Lektan's and they shall rule the world.
The priests of Serpentis, called: Serpents, have placed shrines in every city and village of the Empire. To make sure people sacrifice food and other vital things to Serpentis, but in the five bastion cities there is the temples of Sacrifice, where the soldiers place the captured men and women of Merinia and sacrifice them to their dark god Serpentis.
Cities of the Lektan Empire
Serpentia
Serpentia was the first city built by the Lektans a thousand years ago, it grew almost out off the ground in less then 50 years it was fully constructed. It's Large towers in the center shows where the Emperor resides, the Spire that grows in the middle of the Towers, has a large spike that petrudes out of the top, touching the clouds.
It has several barracks and other military structures within it's walls.
Gahgara, Kanmre, Bvorl, Naot and Vaetr
These five bastion cities are located next to each other and is the observing and military bases off the Lektan Empire, each city has great towers which have a garrison of wizards which can throw powerful and devestating magics into the valley and rivers to destroy any possible attack by the Merinians.
Kaien
The only city which can be called a trading city, it's placed far from the other cities cause the Emperor doesnt want others to see how Lektan looks or operates, so its architecture is very different, it's a bland and neutral city, everything made so it appears "normal" atleast by the standards of the Empire.
Rhak, Koralh and Mnao
These cities are the productive cities, farming and fishing and not to mention caravans to the mines in the mountains make these three cities the most important cities to the Empire, thats why they are constantly guarded by a large army.
In the city off Koralh, the Empire has its fleet and its also here they produce more ships.

Territory: The deserts/plains between Mount Cor and the Parr
Religion/Gods: They worship their heroes. Most reknown are Philip The Beast and Andrew The Scavenger
Population: Divided in cities/vilages and tribes
Politics: Ruled by a council which is elected every decade. This election causes the migration of the tribes towards the capital.
The Pegram Nation has ever since anyone can remember, one of the poorest nation known to man. Their territories are unfertile and devoid of any valuable minerals. Despite this , the Pegram Nation has managed to survive and rule over a vast extent of land albeit barelly. The adjacent empires consider their lands to be of great importance , not because of their natural resources , but because of their strategical placement. An empire controlling the borders of the Pegram lands has acess to many of the nearby nations. These empires tend to exploit the Pegrams fragil economy and nearly nonexistant army to get their way , paying a pittiance for “temporary” controll of their territories ( which they then continued to occupy) or by occupying the vast space between Pegram cities ( which are few and far between).
The Pegram Society is a rare one in a sense that they do not follow a single god , or any god at all. They worship the heroes that have come and passed. A man who lived during the lifetime of a hero is considered blessed. The most worshiped heroes as of today are:
Philip , The Beast. Legend says that arrived into Pegram bearing only the clothes on his body and a pack of tamed wolves. He used the wolves to gather all the life forms they could find in the deserted land and then tamed them. The people of Pegram pray to the ghost of Philip for their herds to be healthy and plentyfull. There is a cult of fanatics, Claw Cult, who travel the land, atempting to master the most dangerous beasts known to man. They wear pelts over their heads and are always acompanied by a pack of wolves.
Andrew, The Scavenger. Andrew is another man who arrived onto the land of Pegram poor and alone. He traveled across the land , gathering the most corageous and curious people from the vilages and cities he passed through. He then taught them the Way of the Scavenger. He taught them how to survive in the most inhospitable locations, how to find something usefull on the vast barren wastelands and most important of all , he taught them how to work as a team. The men then returned to their hometowns with the knowledge that Andrew had passed on.There is a small number of men who call themselves the Scavenger Priests who travel the lands of Pegram spreading the story of Andrew and teaching the locals the same values and skills that he had taught once.
Other local legends are also praised by diferent tribes and vilages, but those are not as known as these two.
The Pegram people gang up in vilages , cities and much more frequently tribes. The tribes are constantly in movement , they never stop in the same area for longer than a few months.
The Pegram leadership is split across a council. A new council is elected every decade. In the years of the election , all the tribes migrate to the capital and set up their camps in the territories close to the capital, Pegranien. They do so to voice their opinions and cast their votes on the next council members. The migration is a very important tradition in which that it is the only time in which the Pegramians are trully united.
Cities of Interest:
Pegranien City, the capital. Situated right in the heart of the Pegram lands, this city is a true osasis in the middle of the desert. The lands are unusually fertile which granted its citizens the ability to lead a more carefree life than most people. Its also the biggest trade hub in Pegram, especially in the years of the election of the new Council. ( due to the migration of the tribes)
Parsid Town. The second biggest city in Pegram territory. Situated between the river Parr and the mountains , it is a land teeming with life. The river and adjacent sea are plentyfull in fish and the mountains have a number of ferocious beasts. These atributes made it a prefered pit-stop for the members of the Claw Cult.
Coran. Coran was once a small village sitting next to Mount Cor. When the Corelior Empire discovered the strange minerals deep inside the mountain this small village was instantly turned into a sprawling trade hub. The Corelior lands and just a one day walk away and a number of adventurers both Pegram and foreigners use Coran to restock and rest before the journy.

AJBeast, you took too much land for too simple nation, I would like to maybe shorten it to span from Cor to river? Also, can you name few towns? I like the heroes tho.

Well, it can be changed so that the Empire is located on the mountains left or Merinia.
