Right now most cap shields regen in the time it takes a bomber to fire two snacs - so every other snac hits hull. That's one of the few things going for caps right now as far as bomber defense, we mitigate about half their hull damage potential via shield regeneration. Nerf it, and you screw things up bigtime for us =/
Currently bombers get two passes to SNAC a fighter, increasing the time will allow bombers to kill a shield with a SNAC and then SNAC the hull before the shield comes back up, too. It's almost possible already with the shields the way they are.
With the huge popularity of shield busters, I don't think shields' efficiency needs to be decreased any more.I'd rather look at the armor upgrades if one wants to shorten fights.

Capital ship regens are piss poor as it is, they get beat to hell by bomber regardless. Lighter ships though are hell because the downtime is short enough to dodge without much fire and then come right on back.
Let say some things it will do.
1. More ppl get their VHF Snaced and complaint that bombers are too powerful
2. Caps that are already getting pwned by bombers will get killed even faster.
3. Missile spamming will be much more efficient and annoying since when many it you while you are unshielded, even if you regen, you will lose guns.
