AJ does have a point but I was making a more generalised explanation of some of the reasons behind the exclusive status of some groups, like the SCRA, so that people aren't left going "We know we can't do this..but why?". Two birds, one machine gun.
Personally, I wouldn't have a problem with the whole "higher standards of roleplay" and restriction thing if more of your members could actually uphold them...

And last but not least, "Our ships suck, we can't use them."
1) You either die or keep fighting with the SCRA, so far as I know. If you're too valuable to have an 'accident' and you still don't want to fight, your ship privileges will be stripped, and you'll join the civilian population. I'd guess that means no rogue ex-SCRA fathers.
2) Shagohad is currently involved in a plot line with the SCRA, on his AI character - a harvester, anyway.
3) I'm perfectly happy using the ships - I've never complained about them. Admittedly, I have a 54 kbps connection, so combat is redundant for me.
