I'd have to say no:

-One possibility is, like ya said, having admins give it to people, which may or may not be a lot of work for the admins, but will, either way, result in great deals of Q_Q when the person carrying it dies.
-On the other hand, it could be for sale on guard bases, in which case everyone's going to run around with top secret research, and other stuff.

Either way, once someone carrying it dies, next person gets it. Random Landwirtrechtbewegung-member carrying top secret data about Manhattan's defence plans, anyone?

Like Akura said, they're in Freelancer per default, just for missions:P

You can get them already... Take the mission with the cargo you want, destroy the ship that's carrying it and do not tractor it. Leave it in space, because if you tractor it, the mission commission will take it, end the mission and the cargo will be deleted. Abort the mission with the cargo still in space, then tractor it. Voila. You have RP cargo.

Plus the admins already give them out on certain occasions. With the writing comp. that happened a little while back, I think the top three winners were given one of those cargoes each. The Buccaneers have base blueprints sat on the Leviathan now, to represent plans for our own base.

EDIT: Ivan, that would be 1) unbalanced, and 2) hilarious.:D

Yes it does, but you have a truck load of toys now no one uses, and you'll be bored with this one in less than
a day. Look at the second hand ship sales market ... Make a ship, get bored, sell it.
This would go exactly the same way. It's not about roleplay, it's about having something no one else has.

Yes, Jammi is completely correct. I've got an Escape Pod on my Sabre.

However, it is fairly difficult to get some of the more 'Terrorist'-ey items. I'm pretty sure that they only spawn in the Destroy Cargo missions, and those can't be tractored in. I haven't yet tested to see if they can be obtained after the mission is canceled, so don't regard this as an absolute truth.

They are attainable through missions.

However, I think that with a thorough enough event planned, you should be able to ask for an item or two. I was given a few a while back for a server-wide event, so yeah it is possible.
