Hmm.... how about that it be made to read information from an external text file, in addition to the in game editor? If it's even possible, it could be a very useful option. Let me detail what I'm thinking.
The text file could contain multiple infocards, and you tell it which one to attach to the character. The command could look something like the following.

The 'e' command would tell it to read from the external file, while the '1' would refer to which infocard in the file you want to load. The file itself could look something like this.

In that example, [c1] would denote the first infocard, with further infocards numbered accordingly. [c1], [c2], [c3], etc. The [p1] tag denotes the first paragraph, numbered 1-5, as normal. As long as the infocard has no more than five paragraphs and a thousand characters, the infocard would be accepted and applied to the chosen ship.
Now, I don't know if all that's workable, or how hard it would be to implement, but you did ask for suggestions on a functioning editor. Notepad seems functional enough. :P
