While this is a fantastic idea in theory, it's simply not practical. As others have pointed out, what if you accidentally kill an ally? What about faction training sessions. (We can't always go to Connecticut). It would eventually massacre your reputation. I applaud the idea but as I've stated, it's simply not practical.

Would only work for some, not worth the potential troubles.
It could be set it so that there is no penalty for killing ships of the same faction. same for killing ships in Connecticut, or however it ends up being implemented. We could even have an additional command to allow combatants, upon mutual agreement, could disable it for the fight. for example, let's say that you select your friend, type /training or something to the effect, and then they would get a FLhook message saying "<your shipname> wants to disable the killing penalty, type /accept to agree." after which it would disable the rep penalties for the next fight.
shooting people with a FL ID shouldn't damage your rep with freelancers, given that it's a generic ID.

In the situations that most corporate ID's allow it, you'd be able to figure out if they were doing it intentionally. remember, 4 hour rule.

So. I'll speak from my stand point as the main faction I play.
Zoners. I've encountered indie Corsairs that will pirate me when I am hauling goods to Crete. This is in direct violation of Corsair law. If I defended myself and won, my reputation with Corsairs would suffer when it should not. Since you know, if I reported it to the Elders they are likely to punish the indie for breaking their laws.
Yet if too many indie Corsairs do this to me, I end up having to pay for a bribe which ruins my other reputations just to continue the role play of my character?
Idea has its merit but would cause a ton of problems also. Perhaps it could be worked out though.

What ship are they trying to pirate you in that you can kill them while flying?
