the Zoner Alliance is full of repentance because this treaty's existence. Please understand that the Alliance is in an awkward situation due to the fact that a traitor who had manipulated the former Council of Zoners signed it. At the time when the Treaty of Betlehem was signed by Aurelia Silvan the major Zoner organizations have already left the Council of Zoners and established the Zoner Alliance, as you might have already taken notice of. We assume that this move was her last attempt to spread further chaos in Sirius, before she fled to Gallia, where she is known as Aurelia de France today. We also feel relieved that you have not been aware of this fact yet, because we feared that you might have recognized her during Gallian broadcasts and that your attack might thus be originating from the rather uncomfortabel fact, that she lived among us Zoners for many years. We failed to inform the Bretonian Government mostly because we feared violent retribution, and the latest incident at Freeport 1 prooved us right.
The Zoner Alliance cannot and does not consider itself to be the legal successor of a perfidious Zoner council, and we are quite surprised that the Bretonian Government could assume that much. Nevertheless, we believe that there could still be room for another diplomatic approach, if Bretonia can renounce from military interventions at Freeport 1, but we assume that further negotiations should be adjourned until we have solved the issues at hand.
What can Kashiwaba Tomoe do in order to reach a discontinuation of your charges?

Enjoying some down time after another round of surgery, John Holliday is sitting at the Pleasantview Lounge aboard his medical colony, Med.Force.One.
"John!" hollers another doctor that is running up to him, "you need to see this." The two duck into a nearby security office and witness the ensuing video:
John's otherwise pleasant mood turns to one of rage. He can only sit silent as he stews.
"John, there is nothing you could have done," says his friend, Dr. Tesh.
"No, I couldn't have," he answers, "but the damned Bretonian crown will block me from bringing this ship for much needed help. The blood of all on board is on their hands."
I must inform that this is my last communication in this conflict because Zoners Alliance is now directly negotiating with you. As said in the beginning of this discussion, I am only a diplomat not a decision taker, that's why my duty here seems over.
Before leaving I would like to say a few words: at first, I thank you for sending a Bretonian humanitarian convoy to help people on Freeport 1. Secondly, you mentioned the presence of terrorists in the Freeport 1 NFZ, I guess this is the purpose of Freeports: everybody is welcome until he has peaceful intentions. However it s true that sometime incidents happen. Therefore you can report a violation of NFZ, there are forms for that.
Now about omega-3 status, I still think this is the most important question here because everything that happened is related to the application Bretonian Laws in omega-3. Now, I can only hope you find an agreement with Zoners Alliance.

This is just a notice that the Government of Bretonia is still discussing the current situation involving Freeport 1 and the Zoners. When Parliament has reached a decision a proposal will be sent.
Our stance on Kashiwaba Tomoe remains unchanged, and her being handed over to the custody of the Bretonia Police Authority, or the exiling of her from Zoner stations is still a requirement.

As Ambassador Felling has mentioned, Parliament is discussing a proposal currently.
I, however, would like to address concerns that weren't answered right away, ones that were addressed to myself.
The Armed Forces will continue to hold true to the blockade initiated a couple days back. This is in part due to the actions that the Zoner Alliance have placed upon themselves. The repercussion of the events that happened September 13th, 818, officially declared as the Freeport One Incident for documentation purposes, could have been solved without the need for bloodshed, if your Alliance actually took heed from the first request we sent. It has also come to my attention that the Temporary Autonomous Zoners, and the Omicron Supply Industries have requested a pardon, and ceded from the Zoner Alliance.
Omega-3, as been stated before has been in the sovereignty of Bretonia since King William the Second. The rumors that have been thrown into the fray about Bretonia wanting to take Freeport One away from the Zoners themselves, I wish to inform you that these rumors are false, and started by those who want to ruin the reputation of the Kingdom, and the Queen. Our intentions were to bring in a known criminal, hiding near Bretonian space, and other criminals using the No-Fire Zone as an excuse to hide from the authorities of the Bretonian Kingdom, and Agents of the Kingdom
For the duration of the blockade, we will continue to supply Freeport One with well needed protection, and humanitarian supplies. Only upon a decision reached by the Parliament, and a treaty proposed, will the blockade be lifted. We hope you'll understand that, because of recent events in Omega-3 regarding the Freeport One incident, that this procedure is well needed.

This is Former Admiral Ravenor, of the former Zoner Defense Forces. Ms. Tomoe was under my command and her Exploration Corps had been set to be based out of Freeport 1 as it was the most centralized. She had been conducting some reconnaissance and exploration mission out amongst the Omicrons and Omegas and was one her way back to the Freeport for docking.
Now of course this was no excuse for the actions which followed not only by her but by the ZDF as a whole. The events that followed the message from Bretonia were very convoluted with regards to another event that was happening with the Zoner Alliance. Intelligence was mixed up and perception, looking back with hindsight 20/20, were completely wrong within my judgment.
I wish to inform the Bretonian Government that Ms. Tomoe is no longer under the jurisdiction of the ZA. She has gone unaccounted for for sometime now and we will be completely unable to locate her.
Yet, the events that happened in Omega-3 were undesired by both sides. As I stated before, Intelligence I had received was that the Bretonian government was moving to blockade all zoner vessels from Freeport 1 in a bid to take it over. I acted on this information and brought a sizable zoner fleet into Omega-3 to protect our home. As the word went out of our movement, members of other factions came in and joined to our side, under their own volition.
The intention of said fleet was to do no more than to show that we were not going to give up one of our homes. It had no intention in attacking any vessels or engaging in any conflict. Prior to the arrival of the Bretonian force, a Corsair fleet arrive on site and began to send artillery down range towards our fleet. They were dispatched swiftly, and tensions once again dissolved. Once the Bretonian fleet arrived, talks we attempted to be engaged, but we also took fire from the vessels and that engagement pursued.
Although it was the Bretonian vessels whom fired first, it was still by my order that the fleet assembled under false informations and misguiding intelligence on the intentions of the Bretonian Government. A formal apology would be total under what is needed. Thus, I offer to turn myself in as a criminal of war under the condition that I am able to sue for peace on behalf of the zoner people as a whole.
I await the response of the Bretonian government.

Mister Ravenor,
Scrambling a defensive fleet in order to defend your home from intentions you weren't fully aware of nor understood isn't a crime. Your intelligence factors are based on the sole defense of the Freeport, while we had the intentions of only blockading the Freeport from Militaristic type vessels that the Zoner's possess, we, as I said earlier, had no intention of taking over the station.
The Freeport One incident is something we all should take into account when attempting to defuse a situation without military intervention. As it were, forces opposing the Bretonian Government, as well as other smaller factions that attempted to come to the aid of the Zoners to defend the Freeport from an attack that was never going to happen in the first place led to the demise of what these factions saw as a neutral body.
Armed Forces ships arrived on scene during the initial fire-fight. Tactical Information that I received, prior and during the engagement, confirmed that the Zoners, and other factions at the site of the engagement wouldn't stand down, so the Armed Forces could do little but execute their standing orders to clean out the remaining hostile forces in Omega-3.
Your actions were based on the sole purpose of defending your people. Something I would have done if I was placed in your situation. Mister Ravenor, you're hereby pardoned for your actions on September 13th, 818. Any charges of war crimes against you when there wasn't a war to begin with, would falsely accuse you as being wrong. You did what you thought was the right thing, something that this universe seems to be lacking, as much as critics want to disagree with me, I find that granting you this pardon is acceptable, given that the situation was something neither of us, or the men and women that died that day, could stop.

I am Councillor Zhane of the Virulian enclave, a member of the Zoner Alliance.
The Enclave where at the "Freeport incident" as well, and we fired upon the 'Dunkirk's' that had gathered there.. As member of the Zoner Alliance we felt it was our duty to defend our fellow friends of the Zoners and the Freeport itself.
While the underlying reasons behind the entire situation is now at light for all to see, we of the Enclave regret our involvement in said incident.
We wish to make this clear to the Kingdom of Bretonia..
The Virulian Enclave wishes no hostilities between our two groups and we regret the fact that our Cruiser opened fire upon your vessels, we off the Leadership within the Enclave, wishes to know if there is anything we can do to repay the Bretonian Military and nation for what our ship was involved with.
I appreciate the pardon in which the Bretonian Government is issuing me. It is received with great honor and respect to the Bretonian People.
I do wish to make sure that the fact that Ms Tomoe, the person in which is responsible for these events, is no longer among us and any attempts to find her will be utterly futile.
I wish to also sue for peace on behalf on the remaining zoner people, to use whatever political clout I may still retain to bring both Bretonia and the Zoner people to a situation which would no inhibit the trade and relations between these two great organisations.
As it seems, the only affected people remaining would be the ZTC and the Virulian Enclave. And it seems the latter has contacted you as well.
