I also remember attempting to pirate tens of them in California. They would generally either say:
"<nothing>"
"I admin, you banned"
"I am friend of admin, you banned"
"Player XXX has engaged cloaking device"
That sad but that show only one side of the coin... every faction/group/house have new inexperienced players doing strange things on this server.
I'v seen Corsairs in Liberty..... Order gunboat Pirating in Kepler..... Corsair IFF with Smuggler ID flying GMG fighter.. just to point extremes.... (Phantom Osiris with Outcasts Guns was fun too) but you know..... few spoiled apples shouldn't be responsible for nefring whole faction.
Yes I have Zoner character... Yes I have Whale... Yes I fly in House space...just to move from point A to point B. and yes I was pirated couple times.. ( i'm still nervous when I'm passing Kusari if I gonna meet that hogo again or not) But I never ever even think about docking that Ship in House space...
I know That people try to do Discovery better... but sometimes leaving things as they are is really the best thing to do...
From the other side...( i cant believe that I gonna say that) I LIKE the most DAB proposition on this subject.

I'm seeing quite a few points and counter points here. I also like Dab's post regarding the Zoner ID.
Folks, I remember awhile back when it was decided to make the Whale a ship that required a ZG ID to stop the powertrading in house. Sadly, a few ruined it for all as it so often happens. As for the Whale itself, I have never flown one nor will I ever.
I fly a Borderworld's Trader. Most of my routes are Zoner routes with the exception of that trip into Rheinland to get Engine Components, Liberty to Luxury Consumer goods, Bretonia for Superconductors and Okinawa for Plutonium. I try to limit those routes but in RP, Zoners can't produce everything they need.
Now, I'm going to throw a bone out to you all.....Freeports. Since the ZA is no longer around, OSI and TAZ, the only two official Zoner factions, can't possibly have influence on them. I mean, FP1 or FP11 are kind of out of their ZOI's. They travel through to or to them but as far as negotiating treaties and such, it would be kind of foolish. I would like to see certain players or even small groups RPing the leadership at each base. While Freeports was the center point for the ZA, it would be kind of nice to see folks RPing the leadership for each base. It would be interesting in the variety of Zoner RP that we would get.

nerf what you want, we have minimum influence on that, but don't destroy indi Zoners completely.
Zoners are to be a bunch of independent vagabonds. Of course if you do it, we can play as freelancers, but it is not the same.
Make Zoner Guard ID for official factions only. Let them decide what they want to have in there.
I choose "a" for my indie Zoner ID.
Leave the ID's separate.
The Standard ID would be for the trading side of things. the flying cargo vessels and their escorts.
The Guard ID would be for the defense aspect. the flying the warships and their escorts (but no cargo ships)
Zoner ID:
lightly rep hacked: all Guard reps hostile
No docking with house bases: in Whales
Unlimited ZOI: with the exception of guard systems
Cargo restricted: 3600 plus Whale
No 5k transport: 4700 hold whale (see below)
can fly: Fighters, Freighters, Transports, Gunboats, Whale
Zoner Guard ID. (possibly make it harder to get again)
lightly rep hacked: all Guard reps hostile
No docking with house bases: in CR/BS's
Unlimited ZOI: with the exception of guard systems
can fly: Fighters, Prison Liner, Gunboats, Cruisers, Battleships
MY wording of the ID's is different from Dab's because I would keep the Guard ID separate.
Both would remain mostly unchanged, except the Zoner ID would allow for piloting a Whale (with strings attached)

Since the GMG whale needs a new model anyway.
Hypothetically speaking: in some new GMG/Zoner partnership, a "new version" of the Zoner Whale could be produced, and used by both the Zoners and GMG. (the ZBT is supposedly based on the principles the GMG whale)
it would replace the old GMG whale model with what would essentially be a carbon copy of the current ZBT in every way, except: it has only 4700 cargo and 1 gun. (matching the existing GMG Whale's cargo/gun)
this new ship would also be sold at the Zoner bases instead of the current ZBT.
While the "old version" will be removed from sale, all existing 5k ZBT's would be able to remain in circulation.
It don't want to take away anyone's 5k currently in existence, just future purchases by the now normal Zoner ID. many power traders want the biggest ship with an ID with the largest ZoI, if the Whale is no longer "the biggest" transport and the Zoner ZoI isn't as "unlimited" it may not seem as desirable.
Those are my thoughts: discuss them, ignore them, just please don't flame them.

I think there are a lot of assumptions where the TAZ are concerned. We are one of the Zoner Factions, yes. But that does not make us responsible or culpable for the acts of other Zoners. Nor does it assume that we would know or even pretend to know the business of other Factions. We, of course, render aid to fellow Zoners. We cultivate relationships with other Factions to ensure our own survival. We are traders. Jinx speaks to the Lore, and I agree, in addition, I think Doc put it very well... (role play opportunities), and I of course support him.
We should see new commodities, trade opportunities in the next mod. But again, given the choices proposed... Dab's Idea (if any) would be the best. Personally, I'd leave it alone. (We're really okay here) You can't really expect to "fix" an issue that is predicated upon the decision of another, by blanket nerfing. It simply doesn't work. Better to create an incentive to either do or not do what ever it is and deal with the stragglers.
I realize this all falls under the jurisdiction of the Admins. And I also appreciate the time and effort they dedicate toward the common good of this community. Thank you.

"Cannot participate in unlawful actions" - this mgiht be interpretated in variuos ways, but I think it ment the lawbase of 4 major (now 5 with gallia) houses
Smuggling cardi in zoner ships by using house space is against server rules as ID violation.
Wish I could agree with you Kyte but there's more than a few Indy Zoner players who are still wondering if the events of last week were an RP event or an attempt to expunge some Zoner players from the server. It bothers me that my Zoner traders always rp'd and always paid the pirate, never did the diamond/niobium route in 4.84 and preached diplomacy, peace and neutrality according to the Lore and now I appear to be fair game for most of Sirius, I think a lot of Indy players who played the game are wondering where this is all going.
