Each house that has a military has lawful trader factions. These factions fund their new members to give them new ships, etc, usually by getting a fee from their members. 10% on each trade run or some such is usually enough to fund them.
NNo need for admin magic making the money appear, no need for people to feel trading is obsolete (how else're you gonna get that shiny cap you want?).
This with a bit adjustment- official faction ids allows to official faction members only to fly 5k transps.On the reverse the same faction pays amount of credits per member to government every month, easy and working.

Not really I do it in the 90% of the cases because miners and traders are damn greedy not because I need credits.
On the side note- Make uber police battle transport- so you can loot the smuggler cargo and sell it for profit- it is easy to do too.So the police will "pirate" the smugglers.

I might consider paying taxes if the police would actually do their job. Otherwise, we would likely provide our own protection in the form of proactive funboat squads funded on other charecters. And that's the thing. Lawful corperate factions make less money than you think they make, coupled with police like activity problems. They are hardly in a position to fund themselves, much less someone else.

I know this will change the activity of both as it should be,only military official factions have some in-game bonus right now- they can shoot transports with Caps witch is inferior bonus btw but still some.
I challenge one to tell me where is the bonus to be in official trade faction?
Because it is disadvantage to the common credits per second- metagaming with the faction tag....
As pirate I say boost the official trade factions and let em do agreements with the police about protection and payments.

I didn't read many of the posts here, but I wanted to give my two-cents.
In [*USI*], we have a payroll system and tons of other ways for our members to earn credits. I would be willing to help out police factions develop a similar system.
My faction also has a service to Police where we can 'clean-up' crime scenes. To sum it up in OORP, we sell the contraband or whatever it is and give the police a decent sized cut. In RP, we're shipping the contraband to the evidence room;). Here's the link to the services along with other services aimed towards new people:

I already proposed this for KNF and KSP with Kishiro and Samura pitching in, and of course by charging some things. But problem is that a pirate can earn about 30mil per hour while no policeman will ever earn that much unless they organize and start patrolling with transport ships as well so they can tractor all that cardamine in.
Admins magicly makes money in official police faction bank character.
Official police factions opens an open MD to all indies
Official faction pays out sallery to the police indies for their work which is reported to the MD.
Bonuses: encourages police faction activity, drags people into roleplay they need to show if they want to get paid. (posting on MD requires basics skills)
Minuses: possible admin/officialo faction conspirasy theories, admins won't simple give money to people for nothing, more paperwork.
Or here one more. Boost trading/mining income. Now lawful traders in order to trade freely in house space needs to buy a lincense. It could be a faction wide or individual (or maybe limit individuals to the ships with even less cargo so that they don't need a license and boost trains and huge transport cargos by leaving same good prices but generating more income. So that huge transports would need a license) Now police would sell licenses for all sorts of traders for some amount of money from which salleries would be paid. The one who flies without a license could be fined in-rp for money. Now this would force for police actually to go scanning transports and do their actual work.
Minusues: hard to balance. Would require some new mechanical engine which would require a lot of work and balancing. People might get a bit pissed. Makes smuggling more rewarding.
Okay, watched this topic and read the posts...I am a pretty new player, I can see the problem and this is what I think about:
Liberty, especially NY is a different situation than the other systems. But I have my specutlations, why especially there are the most pirates in the lanes (All other House regions in opposite to liberty mostly were nearly pirate free but alos empty anyways). The fact is, that NPC in Liberty are badass weak, Ah pirate can permatank the lanes and police / navy NPC all day, while for example in Rheinland he can not.
So it`s just him and the other players. Also as in Liberty are more newbies than anywhere else. Means: more potential Freighters instead Transporters to pirate, or if Transporters, more unexperienced ones. In few words:
Paradise for pirates who don`t wanna really work hard for their cash. Only problem: LNS and LSF tend to spam caps instead of fighterclass. Ofc it`s meh, but otherwise...not worse than otherwise pirates in bombers who want 10(!) million creds from a grade 45 Camara pilote to just lolpwn him when he cannot pay.
The Experience with pirates in other regions in opposite to Liberty for me were mostly fine. Good RP, ransom in reasonable size. Of course there were expections, but they were few.
Who is a good player and who is just a lolpwn pewpew player you the best find out in Connecticut in my experience. Those (pirate)guys who suck, I simply avoyd in RP regions, if I can. (surprisingly the most lolpwn players in Connecticut where LNS btw...says alot about the quality of lawfuls in NY I guess)
My idea to get more lawfuls by cash: Make RP contracts between for example faction industrial corps like Ageira and the police/navy. Taxes every month on the houselaw wallet. And for that they have to do their damn job instead of lolRP-eating-donuts. The industrial corps for that maybe would have the right to officially blame pilotes who don`t do their job. with the simple consequence: houselaw guys not doing their job get officially kicked or punished. Is like a state works. Working citizens (example Ageira) who earn creds pay tax for the state (example police/navy). State for that has the duty to protect the citizen. Et voila, it even could work in RP.
P.S.: I think, Navy aswell as pirates should use caps vs. each other only if situation escalates. In my opinion, Caps (all beyond gunboats) are WARmachines. Police doesn`t send an airstrike to catch bankrobbers. I personally wish there would be more fighterclass out there (of both sides) and not one cap after another...seriously, it get`s boring!
Lets see, most of what I would have said has been said.
1. I'm going to echo what Zoe.Sakura has said: Roleplay what you want to roleplay. If you want to RP a policeman, do it. A trader? Awesome, go for it. A pirate, good luck, hope to see you!
The reason RP in disco works and the balance between types of people stays relatively the way it is is because it's designed that way. Trade = the lifeline of Discovery.
2. The problem is this weird need from everyone to make the most money, no matter the cost.
If you're playing a police character to get money, you've entirely the wrong outlook on how things work. Of COURSE a policeman gets paid, damn well too. We could all use a little imagination and pret...roleplay that you DID get paid when you transfer money from your trading character?
3. It all seems to me, a matter of immediate results - when you get pirated, chances are you get some form of RP out of it. Where is your in-game RP when you are paying taxes? Transferring credits to a bank character at the end of each run/login? You don't know how many times I've RPed with a trader as a police character, the same amount that I would with any of my pirate characters and yet, does the trader think about "donating" or "tipping" to the police for his good work? Rarely. It usually winds up being official factions that do anyway. (So in a strange way - your system is almost already in place.)
Bottom line, do to others what you would want done to you. Give them a wonderfully played out roleplay and you may get the same, and some credits to boot.
