It's an ex-gunboat. It should have kept at least the same turn rate (which is nothing to write home about anyway). Give it an improved powercore as well (say 60k which is still less than the pirate transport per gun).
Make a viable alternative to the Pirate Transport.

Jinx is absolutely correct, and I can confirm this since I did have a hand in it's creation. I didn't make or design it, but since I requested it and fly it more than just about any other ship in game, I know the ship very well.

It has exactly the same agility as the Ptrans, can fire to the rear, and while it does have the 45k plant as opposed to the 90k plant of the Ptrans, it is my understanding that the plant is being looked at and will possibly be increased.
With equal armors, equal pilot skill, and all other things considered equal, the Raba will win every time against a Ptrans. The big advantage of the Ptrans is that you can carry a large cap armor and still have a ton of cargo space. Therefore most Raba pilots chose to stop at a Uni 8 armor. I myself would definitely put a cap 8 on the Raba if I could afford one, just imagine... A transport with 604,000 armor. Yummy.
