Well even the president alone cannot rule without the Congress there right?
In my discovery example- president goes away for couple of months and what happens? Each faction should indeed have leader but it should have at least 2-3 second in-command people. Leaders alone should not be able to take important decisions, faction leadership together should be able to do so. There is quite common situation where members/players have other opinion then the leader, at this situation people prefer to be indies instead of being bossed by idiot without the right to voice their concerns- this is one of the main reasons for existing of unofficial factions. The whole 1 ID one official faction system is really bad and non-productive in long term, if the admins make the official factions to accept different people with different views forming squadrons/battlegroups etc still under official banner but with their own operational strategy and own in-game command the situation could be quite different. May be the lack of game masters is the main problem because faction leaders cannot be independent and unbiased.
